Description
The National Heart, Lung, and Blood Institute intends to issue a non-competitive modification to the existing purchase order number 263-MJ-306027, with Jack R. Manischewitz, 10500 Rockville Pike, Rockville, Maryland 20852. Through non-competitive procedures Jack Manischewitz, was issued a purchase order to support the performance of tasks designed to facilitate National Institute Drug Abuse ( NIDA) Grants Management functions. The work to be performed will serve the needs of the Grants Management Branch (GMB). The Statement Of Work for this requirement is as follows: 1. Review grant applications to determine reasonableness of proposed costs and the allocability and allowability of requested support within prescribed NIH grants policy, guidelines, regulations and statues, 2. Perform detailed cost analyses, 3. Prepare detailed categorical budgets for competing awards, 4. Enter minority/gender information in NIH Population Tracking System and ensure its accuracy, 5. Obtain certification of Phase III Clinical Trail designation and assure appropriate Terms and Conditions added to Notice of Grant Awards, 6. Attending all NIH/Tracking Inclusion Meetings and keep abreast of all new developments in NIH minority/gender representation policy and procedures. The Period of Performance: Is extended through September 30, 2004. The North American Industry Classification System (NAICS) 541990, Size Standard is $6.0M is applicable to this requirement. This acquisition is being conducted under simplified acquisition procedures. The notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2003-132 may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Room 6143 6701 Rockledge Drive, Bethesda, Maryland 20892-7902, Attention Deborah Coulter, Purchasing Agent. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
