Description

It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with the University of Maryland, Office of Research Administration, College Park, MD 20742 for Professional services regarding the Next Generation Internet Exchange – East (NGIX-DC). The University of Maryland shall supply facilities and network connections to the NLM to connect the NGIX-DC. The purposes of establishing the NGIX-DC are to facilitate the testing and evaluation of the new high performance switches; the improvement of the metering and analysis of the Internet traffic flows; the study of new algorithms for managing internet work flows; the development of new approaches to traffic moderation by aggregating participation entities on a common test bed to share in the resulting cost and benefits and the provision of new technology terrestrial or satellite transmission facilities with the intent of stimulating competition and cost moderation as NGIX-DC participating entities introduce new network capabilities. The period of performance is for 12 months starting 09/29/03 to 09/28/04 with the option to extend for two additional one year periods. This service will be procured under FAR Part 13 – Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal that will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm's ability to meet the Government's requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
