- This is a COMBINED SYNOPSIS SOLICITATION for Rangeland Seed Drills, a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Request for Quotation HAQ032061 incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-14. The North American Industry Classification System (NAICS) code is 333111 with a small business size standard of 500 employees. This is a firm-fixed price contract to supply and deliver ten (10) rangeland seed drills to the Bureau of Land Management (BLM), Vale District, Oregon. All drills shall be delivered F.O.B. destination to the BLM Shop, 102 Oregon Street, Vale, Oregon 97918, within the following time frames: five (5) drills within 260 calendar days after receipt of notice of award and five (5) drills within 545 calendar days after receipt of notice of award. These dates were established based upon market research for manufacturing lead times. Proposals may indicate different delivery dates. EVALUATION FOR AWARD: Award will be made to the responsible firm whose quote is most advantageous to the Government, price and past performance considered. TECHNICAL SPECIFICATIONS: Salient features are as follows: 1) Mounted on pneumatic-tires (10-ply, at least 1100x28 wheels); 2) Wheels provide mechanical rotation of the feed shaft and agitators; 3) Disk opener arms move independently and freely up and down by pivoting on pins mounted on the main frame; 4) Drill must be constructed to allow transport of at least 2 drills on an 18-foot truck bed or trailer; 5) Arm pin blocks on main frame must utilize Torrington races; 6) Utilize a triple-lipped sealed bearing on both sides of all arms for the disk opener shaft; 7) Weight must not exceed 5000 pounds (+/-500lbs.); 8) Provides parts book and operators manual (including calibration instructions). For drills, components shall include: 1) Two seed boxes for grass seed; 2) Two seed boxes for small seeds such as legumes; 3) Vertical row dividers to prevent sliding of seed when seeding on slopes. Quotations should include: 1) Descriptive literature or other documentation verifying compliance with specifications; 2) Proposed delivery schedule; 3) Warranty information; 4) Repair and parts availability; 5) Price per rangeland seed drill, F.O.B. Destination; 6) Company experience with producing rangeland seed drills; and 7) References from other customers, including names and telephone numbers. WARRANTY: A minimum one year warranty on all parts, materials, and labor shall be provided. ACCEPTANCE: Inspection will be visual and acceptance will be made upon the Government's determination the requirements of these specifications have been met. APPLICABLE FAR CLAUSES AND OTHER PROVISIONS: The following FAR provisions apply to this RFQ and are incorporated by reference: 52.204-6 Contractor Identification Number -- Data Universal Numbering System (DUNS) Number; 52.212-1 Instruction to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items; 52.212-3 Offeror Representations and Certifications -- Commercial Items (Note: offerors must include a copy of the provisions at 52.212-3 with quote -- this can be obtained at http://www.arnet.gov/far); 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions. Required to Implement Statutes or Executive Orders - Commercial Items Alternate II (including 52.203-6, 52.2l9-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, and 52.225-3); 52.232-33. Offerors shall submit signed and dated quotes either on a SF1449 or letterhead stationery. Quotes shall be sent to Bureau of Land Management, Branch of Procurement (OR952), 333 S.W. First Avenue, 4th Floor, Portland, OR, 97204 by 3:30 p.m., local time, on or before September 18, 2003. FAX quotes will be accepted at 503-808-6312.
