Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotations (RFQ) solicitation #RAQ042301. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-15. This solicitation is 100% set-aside for small business. The NAICS code is 561499. The business size standard is $5 million. SECTION C: (1) GENERAL: The National Interagency Fire Center (NIFC), a multiple-agency organization, provides logistical support services to wildland fire fighting agencies. In the daily operation at NIFC, routine mail from various locations is prepared for shipment. This contract is for mail services to include the pick up of mail from the U.S. Postal Service at the beginning of each workday for delivery to NIFC, and the pick up of all mail at the end of each workday with delivery to the U.S. Postal Service. The daily schedule shall be Monday through Friday with no pick up on Federal holidays or Saturdays and Sundays. This contract shall cover a base period for fiscal year (FY) 2004, from October 1, 2003 through September 30, 2004 and four one-year option periods for FY 2005, 2006, 2007, and 2008 pending availability of funds and negotiation of prices. Invoices shall be submitted monthly in arrears. After award a pre-work conference shall be held between the Contractor and the COR. The date and time of the meeting shall be determined by the COR and the Contractor in consultation. Discussions relative to contract requirements and the specific responsibilities of each party will be conducted at this time. (2) DEFINITIONS: N/A. (3) GOVERNMENT FURNISHED PROPERTY, MATERIALS, AND SERVICES: The Government shall ensure that all outgoing mail is sealed and acceptable to the U.S. Postal Service and ready for pick up no later than 4:00 PM each day. (4) CONTRACTOR PROVIDED CRITICAL ITEMS, SERVICES: (a) The Contractor shall provide either empty mailbags or plastic tubs at point of collection for the collection of envelopes and small parcels. (b) The Contractor shall transport all mail in a covered vehicle to insure that no mail is lost or damaged by inclement weather. The Government reserves the right to inspect the Contractor's vehicle. (5) PERFORMANCE WORK STATEMENT TASKS AND CRITICAL SUBTASKS: 5.0 Mail pick up and delivery services, Result/Outcome: Timely, reliable service; 5.1 Incoming mail to NIFC, Result/Outcome: (a) Pick up incoming mail: Overland Trail Station Post Office, 1650 W. Targee St., Boise, Idaho, (b) Receive and sign for certified mail at U.S. Postal Service facility, (c) Deliver picked up mail: NIFC - BLM, Jack F. Wilson Building Mail Room, 3833 S. Development Avenue, Boise, Idaho; (d) Deliver parcels: Receiving Office, Fire Warehouse Building, 3833 S. Development Avenue, Boise, Idaho; 5.2 Outgoing mail to U.S. Postal Service, Result/Outcome: (a) Pick up outgoing mail: Jack F. Wilson Building, 8-15 tubs or bags, 15 parcels (approx.), avg. 10 to 60 pounds each; (b) Pick up outgoing mass mailings: 4 times per month (approx.), 5 to 20 additional tubs or bags, (c) Deliver outgoing mail: Main Office, U.S. Postal Service, Boise Idaho. (6) GOVERNMENT PUBLICATIONS: N/A. (7) QUALITY ASSURANCE PLAN/REQUIREMENTS: 5.0 Mail pick up and delivery services: Quality Standards: (a) Ready to work beginning 10/1/03, (b) Adequate manpower/equipment; Acceptable Quality Level: (a) Adequate work force, (b) Sufficient tubs or bags, (c) Street legal, covered vehicle; Means of Measurement: (a) Government COR or PI inspection, (b) Contractor's records, data, reports; Penalties/Incentives: (a) Poor performance evaluation, (b) Termination for Cause; 5.1 Incoming mail to NIFC: and 5.2 Outgoing mail to U.S. Postal Service: Quality Standards: Meet daily schedule; Acceptable Quality Level: (a) On time, (b) Daily coverage; Means of Measurement: Random verification by Government; Penalties: (a) Poor performance evaluation, (b) Price reduction. SECTION D: PACKAGING AND MARKING: N/A. SECTION E: INSPECTION AND ACCEPTANCE: 5.0 Mail pick up and delivery services: Inspection: (a) Review licenses, (b) Visually inspect equipment; Acceptance Criteria: (a) Legal licenses, (b) Contractor's records; 5.1 Incoming mail to NIFC: Inspection: (a) Check delivery times, (b) Compare tub or bag count with past records, (c) Visually inspect parcels; Acceptance Criteria: (a) Delivery according to schedule, (b) Receipt of certified mail, (c) Delivery of parcels to warehouse, (d) Contractor's records; 5.2 Outgoing mail to U.S. Postal Service: (a) Check pick up times, (b) Visually inspect holding area; Acceptance Criteria: (a) Pick up according to schedule, (b) Verbal confirmation of delivery to U.S. Postal Service, (c) Contractor's records. SECTION F: DELIVERIES AND PERFORMANCE: 5.0 Mail pick up and delivery services: Delivery Performance Period/Milestone: (a) Pre-work conference (TBD), (b) Begin work 10/01/03; Evidence of Completion: (a) Attend pre-work meeting, (b) Mail and parcels delivered; 5.1 Incoming mail to NIFC: (a) Pick up from U.S. Postal Service by 9:15 AM daily, (b) Deliver to NIFC by 9:45 AM, (c) Deliver parcels to warehouse after tubs or bags are delivered; Evidence of Completion: (a) Mail delivered to mail room, (b) Certified mail delivered to mail room, (c) Parcels delivered to Receiving Office; 5.2 Outgoing mail to U.S. Postal Service: Pick up from NIFC at 4:00 PM but before 4:30 PM daily; Evidence of Completion: (a) Mail removed from holding area, (b) Mail delivered to U.S. Postal Service.
