Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Solicitation No. G044PL01KN is being issued as a request for quote, RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circ ular, FAC 2001-15. The contract line item numbers and items, quantities and units of measure are: CLIN 0001 Lease of Carbon Dioxide, CO2 Receiving Vessels for the period 1 Dec 03 thru 30 Nov 04, Quantity 12, Units equals months. CLIN 0002 Option I Lease of Carbon Dioxide, CO2 Receiving Vessels for the period of 1 Dec 04 thru 30 Nov 05, Quantity 12, Unit equals months. CLIN 0003 Option II Lease of Carbon Dioxide, CO2 Receiving Vessels for the period 1 Dec 05 thru 30 Nov 06, Quantity 12, Unit equals month s. Description of requirements for the items to be acquired are as follows: Renewal of Lease of Carbon Dioxide, CO2 Receiving Vessels with the following capacities: 1 each 6000 pounds stationary; 1 each 28,000 pounds stationary, 1 each 28,000 pounds por table and 1 each 4,000 portable. The receivers will be located on Redstone Arsenal, AL. The receivers shall be capable of completely automatic long-term storage of liquid carbon dioxide, CO2 and shall be capable of supplying liquid or gaseous CO2 to other equipment by simply connecting hoses and valves. The receivers shall be capable of being refilled while in use. The receivers shall consist of an insulated vessel, automatic controls, a refrigeration system, a vaporizer, and will operate on 480 volts, 3 p hase, 60Hz electrical power. Maintenance of the receivers shall be performed by the contractor at no additional cost. In case of receiver malfunction, the Government technical personnel will notify the contractor maintenance engineer who will report to the receiver location for correction within 24 hours after notification. The maximum delivery pressure required will be 300 PSI. The period of performance will be 1 Dec 03 thru 30 Nov 04, 12 months, with two options: 1 Dec 04 thru 30 Nov 05, 12 months, and 1 Dec 05 thru 30 Nov 06, 12 months. This procurement is a renewal of a lease with Airgas Carbonic Industries, Duluth, GA. Airgas Carbonic Industries is the only known supplier of the stationary and portable receivers in the southeast area of the United State s capable of providing the required receivers and service. This notice is not a request for competitive proposals. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The additional FAR clauses cited at paragraph (b) in the clause and applicable to this acquisition are: clause (1), (11), (12), (13), (14), (15), (22) and (23 ). Clause No. 52.217-5, Evaluation of Options, applies to this acquisition. Clause No. 52.217-9, Option to Extend the Term of the Contract, applies to this acquisition. Insert (10 days prior to contract completion date) in the 1st blank in paragraph (a), i nsert (30 days) in the second blank in paragraph (a), and insert (36 months) in the blank in paragraph (c) of this clause. Offer is due not later than 3:00 p.m. Central Time, September 19, 2003, in the contracting office, Building 5400, Room B145, Redsto ne Arsenal, Alabama 35898-5250. Electronic quotes or offers will be acceptable. Quotes or offers received after the specified due date will not be considered.
