Description
It is the intent of the National Institute of Health (NIH) to procure professional services on a sole source basis with Penelope C. Colbert, Poolesville, MD, to continue services currently being provided by the contractor under purchase order number 467-MZ-301588 for the period of September 30, 2003 to September 29, 2004. The contractor will continue to provide a range of knowledge of how IMPAC II is used at the grant, program, budget and management areas. In addition to continuing with the extramural (grants) business at the NIH, technical knowledge of the extramural databases and applications, knowledge and experience with the software development process, Ms. Colbert has over 35 years of government experience which she has gathered invaluable knowledge of the workings of NIH and more recently the entire process of the grants system in relation to IMPAC II. Her interpersonal skills along with her working knowledge of IMPAC II make her invaluable to the tasks at hand. Additional funds, time and effort are needed in order for the contractor to complete the project. Introducing a new contractor at this point in time would add significant amount of training time, government coordination, and therefore costs to the government. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal, which will be considered by the NLM. Firms interested in responding to this notice must be able to provide service as specified above. Responses must be in writing and must be received in this office within fifteen (15) calendar days from publication date of this notice, and must include pricing information and meet the criteria requirement.
