Description
The Center for Information Security Services intends to negotiate on a sole source basis with a commercial small business, Center for Internet Security of Bethesda, Maryland for a software license. A contract intended is under terms of FAR Part 13, Commercial Items Test Program. The software license will cover proprietary software for Government-wide use including all entities of the US Government and its contractors. The included technologies covered by the license are for Level I and II security testing. These are for Level 1 inclusive of Solaris, AIX, Linux, HP-UX, Windows 2000, and NT. These are for Level II inclusive of Windows 2000, Workstation, IIS5 Web Server, and Bastion Host. These are for Levels I and II inclusive of CISCO IOS Router, Catalyst Switches and PIX Firewall, Check Point FW-1 VPN-1, Windows 2000 Server and XP, and MAC OS X. There are other technologies currently under development that when available could fall under the license intended if the license is still in affect at the time. These CIS Security Configuration Benchmark and Scoring Tools provide significant security benchmarks testing enumerating security configuration settings and report actions to take to harden tested systems against attack. These provide a means to evaluate the effectiveness of current in use systems security settings. The total contracted dollar amount will not exceed $286,000. CIS is the only know source capable of providing the required licensing. This action is taken under authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, proposals received, within 5 days will be considered by the Government. A determination by the Government not to compete this proposed contract, based upon responses to this notice is solely within the discretion of the Government.
