Description
Organ Pipe Cactus National Monument, the NPS will construct a vehicle barrier along the International Boundary through Organ Pipe Cactus National Monument (ORPI). The barrier will eventually extend for almost the entire 30 miles along the International Boundary within ORPI. Re-vegetation activities will require both pre- and post- barrier construction actions. All re-vegetation activities will be limited to the project areas designated to receive ground and vegetation disturbance unless otherwise noted (e.g. native seed collection). Project includes inventory (survey and GPS location documentation) and data collection for five targeted plant species, plant salvage and storage for native cactus, native seed collection from seven native shrub species, cleaning and storage of seeds, and 6 - 8 inches of topsoil salvage (3.4 acres) from nine of the 14 identified disturbance areas. Salvaged topsoil will be stockpiled for long-term storage (4 - 5 months) in windrows no higher than 3 feet in height. Stockpiles will be placed immediately adjacent to the disturbance area from which it was salvaged and silt fencing will be placed where appropriate around the pile to prevent soil erosion/loss during long-term storage. Post-construction actions will include ground ripping, topsoil replacement, planting of native shrub seed, re-planting of salvaged cactus within 15 feet of their original location, and invasive plant species monitoring and control. Invasive plant monitoring and control actions will occur twice per year for four years after the construction is complete. Most invasive weed control actions will involve hand-grubbing or use of herbicides as appropriately determined and approved by the NPS. Herbicide applications must be made by a state certified and licensed herbicide applicator(s). No herbicide use can occur without prior approval from the NPS.
