- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The solicitation number is DACW62-03-T-0026 and is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Fe deral Acquisition Circular 01-15. This is a 100% small business set aside. SPECIFICATIONS for a same as or equal to Vermeer Line, Model BC1800A with a model 4045T John Deere engine and a winch. General: Hand-fed, drum tree/brush chipper with dual vertical feed rollers, independent live hydraulics and an automatic feed system Chipping Capacity: The chipping capacity must be able to handle 18 inch diameter trees at a minimum. Engine: The engine is to be a new John Deere diesel engine with a minimum of 110 HP at 2500 RPM. The engine is to be complete including a 12-volt starting/charging system, a closed cooling system, operator controls, over-rev protection, etc. Chipping Method: The chipper is to be a hydraulically powered rotating drum with replaceable steel knives. The knives are to be replaceable by the operator. Two additional sets of knives (with holders if applicable) and any special tools required to change them are to be included. Feed Rollers: The feed rollers are to by hydraulically powered. The feed rate is to be adjustable by the operator and the feed rollers are to have a safety bar for emergency shutdown. The unit is to have an integrated winch system to assist feeding larg e trees or limbs into the feed rollers. Chassis: The chassis is to be constructed by welding steel channel or structural tubing for the frame. The suspension system may consist of either single or tandem axles sized to meet the loading requirements for t he system. The entire chassis (frame, cowlings, axles, covers, etc.) is to be factory primed and painted with the manufacturer's standard painting system. The trailer tongue is to have a removable hitch section. The tires are to be sized according to th e load of the system and electric brakes will be required. Miscellaneous: The chipper shall have winch for drawing logs, branches, etc. to the chipper chute. Two spare sets of knives and bolts shall be provided with the delivered unit. The chipper is to have a lockable storage area for storage of small tools and spare parts as well as the batteries for the engine. The system is to have all required lights for trailering over the highway. The discharge chute shall be able to rotate a minimum of 270o and shall have an adjustable end to control the trajectory of the ejected material. The system shall include operation and maintenance manuals and shall have a minimum 1-year warranty on parts and labor for items other than knives, filters, etc. 1 EA @ _____ _____ = $__________ The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. The Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, with the substitution of DFARS 252.225-7000 Buy American Act and Balance of Payments Program Certificate instead of the provision at FAR 52.225-2, Buy American Act--Balance of Payments Certificate, and include DFARS 252.204-6, Required Central Cont ractor Registration. The clause at FAR 52.214-4, Contract Terms and Conditions--Commercial Items applies to the solicitation. In addition, the clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--commercial I tems applies to this acquisition as do the following additional FAR clauses sited in this clause: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Affirmative Action for Disabled Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 252.225-7001, Buy Ameri can Act and Balance of Payments Program; DFARS 252.225-7002, Qualifying Country Sources as Subcontractors; 52.232-33, Payment by the Electronic Transfer Central Contractor Registration (31 U.S.C. 3332).
