Description
NA Mission Support Training Facility (MSTF), Fort Polk, Louisiana - Firm Fixed Price Construction Contract. Work includes, but is not limited to, construction of a Mission Support Training Facility consisting of thirteen (13) classrooms, a theater, terrain m odel area, simulation bay, offices, conference rooms, library, sensitive compartmented information facility, maintenance and storage bays, and a networking center. Project will also include the construction/relocation of the existing Training Aids Support Center (TASC), and realignment of the intersections of Alabama, Georgia and Mississippi Avenues, and Third Street. Also included is special foundation work and supporting facilities for utilities, electric service, fire protection and alarm system, pavin g, walks, curbs, gutters, storm drainage, site improvements, handicap accessibility, and Anti-terrorism/Force Protection. Total estimated construction is 134,315 sq. ft (82,615 sq. ft. for the MSTF and 51,700 sq. ft. for the TASC). The Construction Durat ion is approximately 900 calendars days from receipt of the Notice to Proceed. The project includes demolition work and asbestos abatement/lead-based paint removal and disposal that are anticipated to be handled under a separate action by another contract or. It is anticipated that the project will be phased to allow completion of the TASC facility before construction of the MSTF. Estimated Price Range for the project (including construction of both facilities) is between $10,000,000 to $25,000,000. The North American Industrial Classification System (NAISC) code applicable to this project is 236220, which corresponds to SIC 1542. The Small Business Size Standard is $28.5 Million. UNRESTRICTED Solicitation Number DACA63-03-B-0016 for this project is ant icipated to be issued on or about September 17, 2003, with bids due on or about November 4, 2003 (unless otherwise stated in the solicitation). Bids from Large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District goals, expressed as a percentage of the contractor??????s total planned subcontract amount, are as follows: Small Business 57.2%; Small Disadvantaged Business 8.9%; Women-Owned Small Business 8.1%; HUBZone Small Business 3.0%, and Service-Disabled Veteran-Owned Small Business 3.0%. The solicitation plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided at no charge. Plans and specification will not be provided in a hard paper copy format unless the Government determines that it is necessary. However, the Government reserves the right to use only the Internet as notification of any changes to the solicitation. It is therefore the Contractor??????s responsibility to check the following address daily for any posted changes to the solicitation.
