- SYNOPISIS/SOLICITATION FOR PLAYGROUND EQUIPMENT F33601-03-T-0231 This is a combined synopsis/solicitation for a commercial item to be procured for the Child Care Centers at Wright-Patterson Air Force Base, Ohio, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F33601-03-T-0231 is issued as a Request for Quotations (RFQ). No hard copies will be sent. This proposed acquisition is 100% SET-ASIDE FOR SMALL BUSINESS. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The associated standard industrial classification (SIC) code is 3949 and the North American Industry Classification System (NAICS) code is 423910. The small business size standard is 500 Employees. The RFQ has TEN (10) line items. LINE ITEM 0001: (3) each, water Table ? water connections; LINE ITEM 0002: (3) each, Concrete Pad @ Sand Box w/green tiles (North); LINE ITEM 0003: (3) each Sand Boxes w/recycled plastic enclosures; LINE ITEM 0004: (2) each, Fabric Shelter with steel frame + fabric cover; LINE ITEM 0005:(1)each, Infant Area, Installed; LINE ITEM 0006: (4)each, Garden Picnic Tables, Installed; LINE ITEM 0007:(8)each, Benches w/backs, recycled 4? x 4? slats, Installed; LINE ITEM 0008: Design and layout. Provide playground equipment and surfacing; LINE ITEM 0009: Installation of playground equipment, surfacing and landscaping. The new equipment must compliment the presently installed equipment. Total redesign of the play areas is not authorized or desired; LINE ITEM 0010: Removal and disposal of present ground, sand, or surfacing where necessary as described in the attached statement of work. FOB point is Destination (Wright-Patterson AFB OH 45433). Quoted prices should be delivered (FOB Destination) prices. In accordance with FAR 52.237-1, A SITE VISIT WILL BE CONDUCTED ON 8 SEPTEMBER 2003 at 9:00 am. Contractors that plan attending in order to prepare a proposal are instructed to contact Kimberly Henderson at (937) 257-6146 ext 4336 or kimberly.henderson@wpafb.af.mil no later than 12:00 noon on 5 September 2003. CONTRACTORS ARE HIGHLY ENCOURAGED TO ATTEND THE SITE VISIT. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A technical description of the items being offered must be submitted in sufficient detail to evaluate compliance with the minimum requirements. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. Include manufacturer?s name, model number, and specifications in your quote. Unless the quoter clearly indicates in its offer that the product being offered is an ?equal? product, the quoter shall provide the brand name product referenced in the solicitation. FAR 52.212-2, Evaluation ? Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: Evaluation of quotes and subsequent award will be based upon best value to the government considering cost and technical acceptability. A technical description of the items being offered must be submitted in sufficient detail to evaluate compliance with the requirements. Offerors must complete the fill-ins at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, must be completed and submitted with quotation.
