- NAICS Code: 541990 The U.S. Environmental Protection Agency (U.S. EPA) Climate Protection Partnerships Division (CPPD) Energy Star Residential Branch (ESRB) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Energy and Environmental Building Association (EEBA) of Bloomington, MN under the authority of FAR Part 6.302-1. The purpose of this acquisition is to obtain support from the EEBA to develop, organize, market and implement a conference on issues related to the use of energy efficient building practices in the U.S. The EEBA is uniquely qualified to meet this requirement due to the fact that it is the only known organization that promotes awareness, education and development of energy efficient, environmentally responsible buildings among a diversified membership which includes architects, builders, developers, manufacturers, utility and building code officials, educators, researchers and environmentalists. The NAICS Code for this procurement is 541990. It has been determined that because of the ability of EEBA to reach a diversified audience of over 900 building industry professionals and disseminate innovative information on residential energy efficient construction, it is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
