Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042-5001 plans to use a Time and Material, Indefinite Delivery/Indefinite Quantity contract to procure on an other than full and open competition basis Contractor Engineering Technical Services (CETS) to various fleet and shore activities for the Naval Air Technical Data and Engineering Service Command (NATEC) from Lockheed Martin Systems Integration ? Owego, 1801 State Route 17C, Owego, NY 13827-3998. The requirement is for CETS to various fleet and shore activities for NATEC. This effort includes activities for the purpose of informing, instructing and training Navy Personnel in the installation, operation and maintenance of MH-60S series helicopter navigation, communications, electronic warfare systems; mission equipment; and associated support equipment including: magnetic anomaly detector set; acoustic antisubmarine warfare equipment; dipping sonar system; sonobuoy receiver sets; spectrum analyzer set; electronic countermeasures equipment; general purpose digital computer hardware and software; tactical computer; magnetic tape memory unit; radar set; infrared imaging system; and armament control indicator set. NATEC requires contractor engineering technical services CETS to provide on-site proficiency training, technical guidance, and information in the evaluation of unusual field problems and render technical guidance related specifically to the equipment cited. The object of CETS is to elevate the technical skills and abilities of military and civilian personnel of the Department of Defense responsible for the operation and maintenance of the system/equipment to the level of self-sufficiency. The effort will be performed at NATEC facilities in North Island, CA; Norfolk, VA; and Agana, Guam. The tasks support the organizational level of maintenance. The OEM, Lockheed Martin Systems Integration ? Owego, is the only source with ready access to technical databases of this equipment and is the only source with the technical support personnel capable and familiar with the systems able to perform the services including developing solutions to problems not readily resolved in the field. The field engineers working for Lockheed Martin Systems ? Owego, are the only individuals who have access to current equipment technical data and who are capable of resolving maintenance actions and engineering technical problems for the MH-60S. No other firm possesses the required data and technical representatives with expertise on these systems. The government does not possess the required data, knowledge of equipment modifications, or engineering expertise, which precludes the use of a competitive procurement. A nine-month base period with one fiscal year option and a final three-month option period are anticipated. Award of a contract is expected on 1 January 2004 and the contract will continue through 31 December 2005 if all options are exercised. The contract will include the clause at FAR 52.217-8, ?Option to Extend Services?. Interested persons may identify their interest and capability to respond to this requirement.
