Description
NA The Directorate of Contracting, Fort Carson, Co is in the process of formulating a Request for Proposals for a follow-on contract for Base Operations and Maintenance Services for the Directorate of Public Works (DPW), Fort Carson, Colorado. This requireme nt is 100% set aside for small business/HUBZone companies. The requirement consists of providing management, supervision, labor, property and equipment for the operations, maintenance, and repair of real property, facilities and systems in support of the DPW mission. Most of the work is located on Fort Carson; however, work may be required at other sites as applicable, such as: Pinon Canyon Maneuver Site (PCMS), and Pueblo Depot. Functions in the expiring contract are: Major functional areas: Electrical (Interior and Systems),Heating Plants and Systems, Water Plants and Systems Wastewater Plants, and Systems Air-Conditioning and Refrigeration Plants Structural Grounds (Improved), Grounds (Other than Improved)Surfaced Areas, Railroad Facilities Miscellaneous Functions: Warehouse and Issue Materials & Supplies, Packing & Crating, Signs, Snow Removal, Swimming Pools and Saunas, Grease Traps, Septic Tanks, Hospital Facilities Support, Facilities Support,Fire Detection & Suppression Systems, Fuel Del ivery, Fuel Lines and Systems,Environmental Services, Special Events, Mowing, Irrigation and sprinkler systems, Support of GIS and Engineering ADPE Functions,Davis-Bacon and Service Contract Act Project Work The proposed new contract will be funded with Operations and Maintenance appropriations and will have a suitable phase-in period, a base year, and, probably, nine option years. The contract is contemplated to be primarily fixed-price, although there may b e some cost elements. Fort Carson desires to leverage the limited Operations and Maintenance funds we have available by asking industry to help us accomplish our requirements in the most efficient manner practicable. Thus, the Performance Work Statement (PWS) for this contract will, to the maximum extent possible, be performance-based. As part of our effort to formulate that PWS, we are soliciting comments or suggestions on the feasibility of our requiring the contractor to do the following: 1. Provide some or all equipment, vehicles, and property necessary to fulfill the requirement. Existing Government equipment, vehicles, and property would be made available for the contractor??????s use, but the contractor could choose to provide some or all of its own. In any event, the contractor would be responsible for repair and replacement; the Government would not provide new equipment, vehicles, or property. 2. Construct a maintenance facility on Fort Carson, as necessary, to fulfill the requirement of maintenance of all equipment. The size of the facility would depend on, among other factors, how much maintenance the contractor would propose to perform itse lf and how much it might have accomplished off-post (e.g., at its own facilities, at subcontractors?????? facilities, or at equipment lessors?????? facilities). Termination liability coverage will likely not be offered in the contract. Our purpose at this time is just to determine whether industry would be responsive to requirements of this type, and, if so, how we may best frame these requirements. On September 16, 2003, we will be hosting a conference on this subject that, we hope, will provide you a better understanding of what we are trying to accomplish. We will provide a rough list of the equipment, vehicles, and property at issue and conduct a short tour of both the existing maintenance facility and a possible site for a new such facility. We will also allow time for discussion, questions, and suggestions.
