- Description
- The National Transportation Safety Board, 490 L'Enfant Plaza East, S.W. Washington, DC 20594 intends to solicit and award a contract under the General Services Administration Schedule Contract No. GS23F0061K, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures. This acquisition is unrestricted. The Standard Industrial Classification Code is 7373. The NAICS code is 541512. The following services shall be procured. Provide analysis, design, and production services necessary to develop a System Requirements Specification (SRS) for the next generation FDR analysis system. The system is to be based on the relevant features and capabilities of the current system, and must consider the voluntary data exchange and analytic standards reached through discussions between the National Transportation Safety Board, BEA and AAIB. Consideration shall be given to the applicability of analytic processes or programming code that may be available from the Bureau Enquetes-Accidents (BEA) of France, and the Air Accidents Investigations Branch (AAIB) of the United Kingdom or U.S. Government agencies (NASA) to the new recorder analysis system. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Governments requirement. In addition, the response should include Offeror Representations and Certifications Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to www.arnet.gov to get a copy or contact the contract specialist by email to receive a copy. Any responses received without 52.212-3 will be considered non-compliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Anticipated Award date is September 16, 2003. Responses must be received no later than (NLT) 4:00 p.m., Eastern Standard Time, September 15, 2003. Responses should be submitted to: National Transportation Safety Board, Contract Management MD-13, Attn: Steve Bennett, 490 L'Enfant Plaza East, S.W., Washington, DC 20594. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored.
