Description
NAICS Code: 541990 The U.S. Environmental Protection Agency (U.S. EPA) Climate Protection Partnerships Division (CPPD) Energy Star Buildings Branch (ESBB) intends to award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the National Association of Counties (NACo) in Washington, DC under the authority of FAR Part 6.302-1. The purpose of this acquisition is to obtain support from the NACo to facilitate counties in benchmarking the energy performance of their courthouses. EPA's ESBB has developed a national energy performance rating system that allows building owners and operators to rate how well their buildings use energy on a numerical scale, which normalizes for weather and climate variations, as well as building and business characteristics. Well over 15,000 buildings have been benchmarked using this rating tool, and EPA is about to release a new version of the tool which will, for the first time, specifically include courthouses. Under this requirement, NACo will disseminate this information to its network of counties across the country, educate them on the importance of benchmarking energy performance, and implement a leadership role in energy efficiency improvement. NACo is uniquely qualified to meet this requirement due to the fact that it is the only national organization that represents county governments in the U.S. with membership totaling more than 2,000 counties, representing over eighty percent of the U.S. population. The NAICS Code for this procurement is 541990. It has been determined that because of the ability of NACo to reach a majority of county governments and officials, and not only to disseminate the information on this energy performance rating tool, but to encourage its use and to take action based on the results to promote energy efficiency, it is the only vendor uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
