Description
NA The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a negotiated, best-value procurement for shuttle bus services between New York District and North Atlantic Division at the Fort Hamilton Installation. The performance period is t o commence on 1 October 2003 through 30 September 2004 with one (1) option year. The acquisition will be a negotiated, best value procurement performed using the procurement process prescribed in FAR Part 12 Acquisition of Commercial Items. Offers will b e reviewed for completeness in satisfying the requirement of the RFQ. The solicitation will be evaluated on their merit against the following factors: (1) Past Performance, (2) Scheduling, (3) Quality, and (4) Price. The RFQ will be available on or about 3 September 2003. Contractors must register on the Internet and download the solicitation package and all amendments from the following address: https://ebs.nap.usace.army.mil on or after the issue date of the solicitation. If any information changes du ring the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Offers will be due on or about 10 September 2003 at the close of business (4:00 p.m. ET). Offerors are responsible for printing paper copies of the solicitation. This procurement is a 100% set-aside for small business. The NAICS Code is 485510 with a size standard of $6 MILLION. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. Award will be made as a whole to one offeror. No other notification to firms for this project will be made. All contractors must be registered in the DoD??????s Central Contract Register before award as required by DFARS 204.7300 and must be in compliance with the VETS 100 reporting requirement. Instructions will be included in the RFQ.
