- NA The US Army Robert Morris Acquisition Center, Natick Contracting Division, in support of the U.S. Army Soldier and Biological Chemical Command (USA SBCCOM), intends to conduct negotiations and award a purchase order to Specialty Defense Systems a small bus iness located at, 530 Sherwood Avenue, Dunmore, PA 18512-2022 on the basis of other than full and open competition in accordance with Federal Acquisition Regulation Part 13.5 Test Program for Certain Commercial Items and FAR Part 12.102, as applicable. Th e NAICS Code is 314912. The standard business size is 500. This procurement is for the acquisition of 83,000 Each, Large Infantry Patrol Packs. The Large Infantry Patrol Pack shall satisfy the following requirements: The pack shall have a unique front pocket that is specifically sized to house a standard protective mask, and allow quick and easy access to it. The pack shall be compatible with currently fielded hydration systems. The Infantry Patrol Pack shall be designed for airborne operations with a sewn in lowering line attachment point. The pack shall have two 30?????? type 8 webbing for direct attachment to the parachutist snaphook described in Field Manual (FM) 3-21-220 page 12-5, item number 17, for integration with the T-10 Harness Assembly described on page 2-2 item number 14 of the manual. It shall be compatible with unique Modular Lightweight Load Carrying Equipment (MOLLE) modular pocket attachments, and shall be compatible with the removable MOLLE pouch for field radios including the S INCGARS and ASIP. The Patrol Pack shall have two weather resistant top openings for the radio antenna and handset. The Patrol Pack shall be compatible with quick attach/detach from a MOLLE main ruck and frame by use of standard 1?????? side release buck les. The shoulder strap suspension shall have the common quick-release assembly Down East Incorporated (DEI) 1584 buckle, and the male portion shall be the common strap and buckle assembly used on the MOLLE Frame. The commonality of parts is critical for logistic supportability and repair. All of the hardware used on the Infantry Patrol Pack shall be common to the MOLLE system repair parts and therefore shall meet the requirements for logistic supportability and repair. The pack shall be made of 1000-d enier woodland camouflage textured nylon, with water repellant treatment on the face and urethane coating for water resistance. This pack shall also meet all of the enhanced IR requirements as described in the MOLLE specification. The pack shall be Woodl and in color. Specialty Defense Systems, the current producer of the MOLLE for the US Army is the only manufacturer that offers the unique characteristics of Infantry Patrol Pack and the only manufacturer that can provide the pack within the six-week deli very timeframe. This pack is MOLLE compatible and includes a shoulder strap suspension with a common quick-release assemble. Specialty is the proprietary owner of the tooling for the production of the shoulder straps. The commonality of parts is critica l for logistic supportability and repair. All of the hardware used on the Infantry Patrol Pack is common to the MOLLE system repair parts and therefore meets the requirements for logistic supportability and repair. Specialty Defense Systems is the curren t producer of the MOLLE and the only manufacturer of this specific pack. THIS IS NOT A REQUEST FOR QUOTATIONS.
