Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This is a combined synopsis/solicitation to negotiate a Firm Fixed Price type contract for the following equipment. This announcement/solicitation is restricted to small business and will be the only bid document that will be used. NAICS 334511 business s ize is 750 employees. This announcement incorporates provisions and clauses in effect through FAR FAC 01-15. 1. The test set tests the VOR localizer glide slope and marker beacon for the UH-60 helicopter. The test set generates an ILS signal to check the VOR receiver in the aircraft without removing the equipment from the aircraft. The test set must meet th e following minimum specifications: Rugged, user-friendly high-precision instrument for rapid functional testing and calibration of military VOR, LOC/GS, MB and low-mid-high-VHF/UHF COMM avionics equipment. Can be operated in either the knob/switch mode, p roviding an operator dressed in protective clothing with accurate go-no-go testing on the flight line, or the keyboard mode, providing full function testing and diagnostics on the bench. Further flexibility must provide the ability to store three pre-selec ted carrier frequencies and output power levels for each operational mode of unit. These test frequencies can be selected to suit the signal environment at the testing location. The keyboard provides complete control of most parameters, resulting in a high level of unit flexibility. Quantity 1 each. To include the following accessories: 1. AC Power, DC Power and RS-232 Cable 2. KIT/KIR Cable 3. RF Direct Connect Cable 4. RF Antenna Extension Cable 5. Antenna 2. This test set is used to test the UH-60 transponder. The transponder emits a code that enables the pilot to identify another aircraft as friend of foe. This equipment enables the aircraft mechanic to test the equipment when aircraft is not in flight. The test set must meet the following minimum specifications: a battery powered portable unit used to test operation of interrogators, transponders including Mode S and IFF, TACAN/DME, and TCAS equipment that are installed in aircraft and other vehicles. H ardware-ready for upgrade to IFF Mode 5. Tests of both transponders and interrogators can be performed by using the directional antenna to radiate signals to or from the unit under test (UUT), or by directly connecting the T/S to the UUT antenna port. The is a self-contained instrument, compris ed of a T/S mounted in a case with a removable cover. The T/S panel is controlled by the use of toggle switches with an easy to read display. The directional antenna with an active LED display and optical sight is used for both interrogator and transponder testing. The battery is installed and removable through the front panel. Quantity 1 each. ?????? Hardware-ready for upgrade to IFF Mode 5 ?????? Tests transponders, interrogators, TCAS, TACAN, and DME ?????? Performs all ATCRBS and Mode S transponder tests to FAR Part 43 Appendix F ?????? Performs Mode 4 tests using external KIT or KIR ?????? T ACAN/DME modes: Ground-to-Air; Air-to-Air; and Air-to-Air Beacon ?????? Allows simulation of ATCRBS or Mode S intruders for TCAS testing. Quantity 1 each. To include the following the following accessories: 1. AC Power, DC Power and RS-232 Cable 2. KIT/KIR Cable 3. RF Direct Connect Cable 4. RF Antenna Extension Cable 5. Antenna Test sets must be similar to the T36M and T47G manufactured by Tel-Instrument Electronic Corporation, all proposals for similar test sets will be evaluated. Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Past performance 2. Technical 3. Price Technical and past performance, when combined, are slightly more important than cost and price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly un balanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the of fer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
