- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The solicitation is issued as a request for quotation (RFQ). The requirement is for a quantity of two(2)Ultraviolet Aerodynamic Particle Sizer (UVAPS) to be used by the U.S. Army with two year extended product support. The UVAPS is an integral component of the Biological Detection System needed to support the U.S. forces at risk in biological warfare. The described item is commercially developed. Testing of UVAPS component and the BIDS system will be required to validate integrated configurations. In v iew of the extended testing required, the effort will present as little risk to delay fielding of the biological agent detection capability as can be afforded. Extended delays in procuring these items would seriously result in substantial cost to the Gove rnment and risk to biological warfare support. Any and all offerors for this procurement must support the offer with substantial historical experience and specifications with estimated lead-time. Evaluation criteria determines that delivery and price are equally important, with technical acceptability being more important. Provisions applicable to this acquisition are 52.212-1, Instructions to Offerors??????Commercial; a completed copy of the provision at 52.212-3, Offeror Representations and Certificati ons??????Commercial Items must be included with offers. The clause at 52.212-4, Contract Terms and Conditions??????Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders??????Commercial Items, appl ies to this acquisition. Evaluation criteria are based on providing described items as indica ted, price, and availability. Delivery Terms: FOB Destination, date to be determined upon contract award.
