- This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. F14164-03-Q-0075 is a request for quotation (RFQ). The Solicitation Document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular (FAC) 2001-15, Effective 24 Jul 2003. Notice To Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation RFQ either before or after the RFQ closing date. The solicitation is 100% Small Business set aside. The NAICS/SIC code is 235990/1799 and the small business size standard is ?500 employees.? This solicitation is for the following: Install Irrigations Systems: An automatically controlled lawn irrigation system, complete, including piping, backflow and other valves, sprinkler heads, controls, control wiring, fittings, electrical connections and necessary accessories. The contractor shall provide all personnel, parts, equipment, material, tools, transportation, applicable licenses and permits. Contractor is to provide a complete as-built drawings covering the system showing pipe sizes and lengths; fittings, locations, types and sizes of sprinkler heads; controls; backflow and other valves; location and mounting details of electrical control equipment; complete wiring diagram showing routes and wire sizes; wiring details and source of current connections to existing services; Criteria: Installer or supplier of a service, has technical qualifications, experience and trained personnel to perform the specified work; Location: Lawn irrigation to be installed at buildings 1183 (.65 acres), 1185 (.26 acres), 1186 (.60 acres), 1218, (.49 acres), 510 (.51 acres), 1200, (1.0 acres), 352 (1.76 acres) , 732 (.53 acres), 795 (1.14 acres) and 750 (1.24 acres). McConnell AFB, Wichita, Kansas; Government Furnished Utilities and Services: The Government shall provide; without cost to the contractor, the utilities necessary to accomplish the tasks; Specific Tasks: Full and complete coverage is required. Contractor is responsible for replanting any grass and repairing any sod that they tear up during the installation; Additional Requirements: Contractor will need to request a digging permit prior to the project; ensure all contractor-owned equipment and tools in the work area are secured at the end of each workday; and upon completion of installation of system, all debris and surplus materials resulting from the work shall be removed. Offers are to be submitted pursuant 52.215-1, Instructions to Offerors Competitive Acquisition. 52.212-2 Evaluation Commercial Items (Jan 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirements, past performance and price. Technical capability and past performance shall be evaluated approximately equal to cost or price. Awards shall be made to the offeror who provides the overall best value to the government. Offerors shall provide the information required in 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. 52.211-10 Commencement, Prosecution, and Completion of Work The Contractor shall be required to commence work under this contract within 30 calendar days after the date the Contractor receives the notice to proceed, and prosecute the work diligently and complete the entire work on or before March 1, 2004. The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 2) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation. 52.236-27 Alt. 1 The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the sites where the work will be performed. An organized site visit for all interested parties shall be conducted. Interested parties shall notify the POC by 4:00 PM 10 September 2003 of their intent to participate in the site visit and meet at the Visitor Center, Main Gate, McConnell AFB at 9:00 AM, 11 September 2003. Participants shall be required to produce a valid drivers license, vehicle registration and proof of insurance in order to access the work sites. The closing date for this solicitation will be 19 September 2003, 4:00 PM CST Time.
