- Project Number 03-4005 Solicitation Number F33601-03-R-0059. ************************************************************************* QUESTION: In modification #2, question #6 you stated that there was no particular manufacturer in mind for the chimney caps and the new caps must meet the requirements in the s.o.w. is there any additional information you can give us regarding these caps? any past history? ---- We are expecting that these rain caps will have to be custom made because there are several variations. We are expecting the contractor to cut the flues down, and that the new stainless steel rain caps to be 12" or less in height. *************************************************************************** AMENDMENT #2 FAR 52.228-1 was added to the solicitation. NOTE: All complete proposals must cite on the SF 1442 in block 18 that the offeror has seen and read both amendments. *************************************************************************** AMENDMENT #1, PROPOSAL DUE DATE The proposal due date has been changed from Monday 25 August 2003 to Thursday 28 August 2003. Proposals are due no later than 14:00 hrs on the 28th. Any offer received past that time will not be considered. Also, complete offers MUST acknowledge the attached Amendment #1 to the solicitation. 2ND SITE VISIT A Site visit has been arranged for 25 AUGUST 2003 at 14:00 SHARP. Interested contractors must meet at the visitor+s center outside of gate 12A off of State Route 444. An RSVP is appreciated, and contractors planning to attend are asked to arrive at least 10 minutes early. Please contact Lt. Michael Kubiak to RSVP, or if you have any questions, or concerns regarding the solicitation, statement of work or the site visit. CLARIFICATION The range for this project is between $25K and $100K. ANSWERS TO SITE VISIT #1 QUESTIONS 1. Do all chmeys get cleaned with masonry restoration cleaner? --- Yes 2. Do all chimneys get sealed with a masonry water repellent? --- Only if the bricks have spalled or are deteriorating. 3. Does the chimney flashing get caulked? --- Caulk the flashing if it is disturbed during the brick work operations, or needs recaulked. 4. Do the chimneys get a limestone or precast cap on all chimneys or only on specified chimneys? --- All chimneys get a new precast cap as specified in the statement of work, which states the new chimney caps shall match existing. In other words, the new cap shall be of the same style of the existing, which covers all three flues as opposed to three individual caps, one for each flue. 5. Do the limestone to limestone joints get caulking in lieu of mortar? --- No, repoint all mortar. 6. Can we get the name and number of the manufacturer on the required chimney cap you would like used on this project? I notice that some of them have already been replaced. --- There is no particular manufacturer in mind, but the new caps must meet the requirements laid out in the statement of work for the chimney caps to protect the brick and mortar joints. 7. Can we get the name and number of the roofing tile manufacturer? Ludowici is the preferred manufacturer. Other references are, Enterprise Roofing, and Durable Slate + Tile Co. 8. flue inspections? who? how many? by the vendor? The statement of work does not require any flue inspections. The intent is not to replace the flues, but rather to repair noticable cracks and damage at the time the chimney caps are being replaced. 9. pre-cast caps? specs? See questions #4 and #6 above. 10. limestone caps? are there any? specs? See questions #4 and #6 above. 11. replace with new or reuse any copper flashing? Contractor may reuse flashing if possible, or provide new if the flashing is damaged during brick work operations. New flashing shall match existing which is copper. 12. flue cap specs? See questions #4 and #6 above. 13. clean and seal all chimneys? See questions #1 + #2 above. 14. is work done from foundation to cap? Chimney brickwork shall be repointed as required in the statement of work. While the majority of the damage will be located in the upper half of the chimney, the contractor is required to repoint any and all brick from the ground up. 15. any interior work? fireboxes? dampers? This is not required in the statement of work. 16. clean interior of flue? chimney sweep? This is not required in the statement of work. 17. re-flash saddles? Contractor may reuse flashing if possible, or provide new if the flashing is damaged during brick work operations. New flashing shall match existing which is copper. 18. where do we keep materials? A contractor storage area will be selected after contract award, and could be some distance away. 19. where can we park our lifts on a nightly basis? close to the work areas? A parking area will be selected after award, and will be close to the brick quarters housing area. 20. what about tree limbs? who cuts? The contractor will have to trim any trees required to perform the work, but must first coordinate the tree trimming with the Contracting Officer. 21. cap all exposed flue+s? three (3)? All chimneys shall receive new caps and bird shields as specified in the statement of work. Please see question #4 22. specs on brick + mortar? Requirements for the brick are included in the statement of work. 23. name of manufacturer of roof tile? See question #7 above. 24. replace damaged interior flue with s.s.? There is no requirement for a particular type of flue in the statement of work. See question #8 25. replacement of brick + mortar joints - how many square feet or linear feet? The approximate quantities are shown on the bid schedule. 26. What does the "M" represent in line item 0002AC? --- The "M" is the means indicator for 1,000s. In this case, it represents 1,000s of bricks. (end of Amendment #1) ***************************************************************************** The scope of this project consists of furnishing all labor, equipment, appliances, devices, materials, and skills necessary to perform all operations necessary in connection with repairing/restoring brick chimneys located in the on-base housing area of Wright-Patterson AFB, OH. Repairs include, but are not limited to the replacement and disposal of deteriorated bricks in order to restore the chimneys to their original appearance. Work also includes the removal and installation of new chimney caps, and bird/rodent screens. The estimated price range is between $25,000 and $100,000. The period of performance is 150 days. The NAICS CODE is 238140. The size standard is $12M. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. Proposals arriving past the deadline will be considered late, and will not be considered. 8. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. Bids prepared by Debarred, Suspended or otherwise ineligible contractors are at the risk and expense of the contractor. 9.
