- Description of Requirement: The FAA, William J. Hughes Technical Local Area Augmentation System (LAAS) Group, ACB 430 provides technical assistance and operational capability to the LAAS program. This organization operates a LAAS test prototype (LTP) that serves as an example implementation of the features and requirements included in the FAA LAAS Ground Facility Specification. The LTP utilizes multiple reference observations of all available ranging sources to provide low error carrier-smoothed-code corrections. Each reference is composed of a specialized Global Positioning System (GPS) Standard Positioning Service (SPS) receiver, a multipath limiting antenna (MLA), central processor, and LAAS processing software. This requirement is to provide key improvements to the LTP GPS receiver portion of the system and will allow direct replacement of the groups existing, outdated receivers to carry out the group's mission. Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA, William J. Hughes Technical Center intends to award a single contract to NovAtel Inc., Dickinson, Texas. As the only source available, which leads the GPS receiver industry in the implementation and test of equipment designed to meet LAAS standards. The Novatel GPS receiver integrates the capabilities needed to be compatible with FAA current LTP processing software. Novatel is the only manufacturer currently producing this product. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above service, the FAA will evaluate this accordingly.
