Description
Project Title: dBs LAAS Antennas Point of Contact: Kenneth W. Hitchens, (609) 485-6125 Description of Requirement: dBs LAAS Antennas designed and developed through a grant that the Federal Aviation Administration (FAA) awarded to Ohio University are specially designed to mitigate low angle multipath GPS radiation and meet the performance requirements of the LAAS system. Ohio University issued a contract to dB systems to build the prototype antennas and accepted the first units from the manufacturer several years age. Ohio University has since conducted test on this design to prove that it meets the required specification. This new concept in GPS antenna design is needed for the FAA, William J. Hughes Technical Center, Wide/Local Augmentation System Group, ACB-430 to carry out its mission. Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA, William J. Hughes Technical Center intends to award a single contract to dBSystems Inc., Hurricane, UT to acquire these antennas. As the only source available in which the FAA has already paid for research on these antennas through a grant with Ohio University and therefore cannot be obtained through any other known source, dBSystems Inc., brings the following essential data, experience and capabilities to this program: a. Original manufacturer of the antennas accepted by Ohio University, which meets the required specifications by the Federal Aviation Administration. Consequently, dBSystems Inc., Corporation has the knowledge and capabilities to efficiently support as required by this proposed procurement. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above service, the FAA will evaluate this accordingly. All responses to this announcement must be directed to Kenneth Hitchens not later than 12 noon, Eastern Standard Time, August 28, 2003. The appropriate mailing address is FAA, William J.
