- THIS MODIFICATION IS ISSUED TO TO DELETE THE FOLLOWING SAFETY SPECIFICATION FROM SOLICITATION NUMBER EA133F-03-RQ-0198 "An alternative safety requirement to the 46 CFR Section 189.35-9 (c) (1) or 46 CFR Section 189.35-11 shall be installation of the specified cable as the weakest link in the winch system and a maximum brake holding capacity that does not exceed 4,000 lb. In the event that the winch cable entangles with a stationary object and the Safe Working Load of the winch is exceeded, the following scenario should exist: The winch will hold tension up to the maximum capability of the brakes (not to exceed 4,000 lb). Beyond this point, the brakes will slip, allowing the cable to render at this maximum tension of 4,000 lb. Once the cable has been completely rendered, a low tension cable clamp shall allow the cable to slip free from the drum (at a tension not to exceed 4,000 lb), allowing the cable to continue overboard." THE ABOVE STATEMENT IS HEREBY REMOVED FROM SOLICITATION, ALL OTHERS SPECIFICATIONS AND REQUIREMENTS REMAIN UNCHANGED.
