- This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. Solicitation Number NCNA0-3-26 is issued as a request for quotation and is set aside for small businesses only. The NAICS code is 541618, with a size standard of $6.0M. The U.S. Dept. of Commerce, National Oceanic Atmospheric Administration (NOAA), and National Ocean Service (NOS) requires the services of a contractor to provide facilitation of workshops, meetings, listening sessions, and strategy sessions to enhance communications and cooperation, promote stronger commitment by NOS managers, and augment team performance and problem solving. Objectives include: 1) Provide facilitation, executive management consultation, leadership coaching and support for NOS senior management, program officials and others; 2) Conduct training that provides NOS senior executives, senior and middle managers with new and innovative techniques, methods and strategies for better leadership. Tasks include: 1) Provide facilitation and consultation services; 2) Provide leadership training for NOS management officials. Training sessions will normally be 1-2 days in length with the number of trainees per session between 20-30. The Period of Performance is Date of Award through September 30, 2006. Interested contractors must possess the following: 1) Substantial experience working with scientific organizations and the Federal Government; 2) Extensive experience in program review recommendations, performance measure, matrix management, team building , strategic planning, supervisory and executive development, communications, organization design, organizational change, change management, succession planning, implementation planning, and conflict resolution; 3) Demonstrated ability in effectively conveying strategies, methods, and techniques to cabinet level and senior executives, constituents from local state and federal government, and the Department of Commerce, National Oceanic Atmospheric Administration and National Ocean Service management. The resulting purchase order shall be issued on a Time and Materials basis. The Contractor shall provide pricing for evaluation: Senior Facilitator-480 hours; Facilitator-240 hours; Administrative-40 hours. The quote shall include a labor rate for each of the preceding categories which will be used for evaluation. The award will be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach; 2) Past Performance; 3) Personnel; and 4) Price. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial , applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items - The government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical approach, (ii) past performance, (iii) personnel, (iv) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - Offerors must include a completed copy of Offeror Representations and Certifications along with the offer; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms an Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following additional FAR clauses are applicable to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans for the Vietnam Era; 52.232-1, Payments; 52.232-34, Payments by Electronic Funds Transfer - Other than Central Contractor Registration; 52.232-38, Submission of Electronic Funds Transfer Information with offer; 52.249-2, Termination for Convenience of the Government (Fixed Price) (Short Form). Interested contractors are invited to review the attached Statement of Work entitled: Facilitation, Management Consultation and Leadership Training for the National Ocean Service dated 8/21/03 and submit a quote which includes capabilities information along with a completed C* Vendor Profile Form (website: http://www.rdc.noaa.gov/~amd) to the address above for evaluation , to be received no later than August 29, 2003. Interested contractors are hereby advised that proposed changes to the Federal Acquisition Regulation (FAR) require that contractors be registered in the Central Contractor Registry (CCR) in order to receive payments after September 30, 2003.
