Description
The Department of Homeland Security, United States Coast Guard, Office of Contract Support, General Contract Division (G-ACS-2A) has a requirement to purchase 106 MPV-LED Ice Buoy Lanterns and Spare Parts Kits. The lantern shall contain brackets, wire harness and photoresistor compatible with U.S. Coast Guard flashers (specification G-SEC-181 and G-SEC-493), vertical divergence at 50% of peak intensity set to 6 degrees (total), and the power settings as follows: (1) Red ? 3 Watts, 58 candela, (2) Green ? 3 Watts, 70 candela, (3) White ? 3 Watts, 60 candela, and (4) Yellow ? 4 Watts, 50 candela. Each Spare Kit shall contain the following: (1) 12 Replacement O-Rings, part number 651376, (2) 24 M12x50 Stainless Steel Screws, part number 892677, (3) 24 Plastic Spacers, part number 634827, (4) 50 Plastic Bird Spikes, part number 810256, (5) 4 LED Driver, part number 980040, (6) 12 Current setting resistors for red and green lanterns, (7) 12 Stainless steel brackets for CG-493 flasher, (8) 24 M5x15 screws and (9) 6 USCG Wire Harnesses. Delivery of the lanterns shall be 90 days after date of award. The U.S. Coast Guard intends to solicit on a non-competitive basis, Light Wave Options, 6 Maplewood Circle, Brockville, ON K6V 1-N4 Canada. The statutory authority for other than full and open competition is 10 USC 2304 ( c ) (1) implemented by Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, if your firm believes it could accomplish this effort on the requested time frame, indicate this interest and submit a qualification package not to exceed 10 pages explaining your capabilities to the above listed Point of Contact no later than fifteen days after the date of this notice. The Government will solicit firms meeting the screening criteria in the synopsis. All responsible sources will be considered for evaluating the determination to issue a sole source contract.
