- Description
- NASA/GSFC has a requirement for a senior level person to serve on the TDRS Continuation Study Advisory Committee, at the NASA/Goddard Space Flight Center, Greenbelt, Maryland. The individual should have extensive experience with the NASA Space Network mission and current architecture, spacecraft and ground station design and operations, and typical user service requirements. See attached Statement of Work, for further information. NASA/GSFC intends to use Eugene Ferrick to service on the TDRS Continuation Study Advisory Committee for the following reason(s): 1. Mr. Ferrick is qualified to perform the Advisory Committee function, and is knowledgeable of Flight and Ground Project and Program Management, and has a working knowledge of NASA's Space Network architecture and operations. 2. Mr. Ferrick is also familiar with NASA policies and procedures, missions compatible with the Space Network, and the activities necessary to develop and form a new, major Government aerospace program. 3. Mr. Ferrick is knowledgeable about the TDRS F1-7 and H,I,J Programs, and the TDRS Project does not have the time to train someone else to become knowledgeable in these programs. The Government intends to acquire a non-competitive commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
