Description
NASA/MSFC has a requirement for STATEMENT OF WORK Office space consisting of 21,962 rentable square feet as indicated in Exhibit ?A, B and C". Assumptions of Terms and Conditions 1. Telephone and Network: NASA to provide its own telephone and network capability, utilizing existing wiring and cabling in Building 7. 2. Security: NASA will provide its own security in Buildings 7. Upon request by NASA security, Landlord shall provide reasonable access to Landlord?s security log(s), documenting ingress and egress of the building 3. Grounds Maintenance: Landlord will maintain the grounds around Buildings 7 in a manner consistent with current practice. Grounds maintenance is included in the lease rate. 4. Parking Building 7 Approximately 400 parking places shall be made available for employees attending classes in Building 7. All parking spaces shall be non-exclusive unless mutually agreed to in writing. 5. Card Reader Utilization: NASA is granted used of Landlord?s automated access control system. Landlord will restrict access as directed by NASA except for Landlord?s security, janitorial services personnel, and system telephone personnel. 6. Furniture: Furniture and audio/visual equipment is provided by the tenant. 7. Vending Machines ? Building 7: NASA Exchange will handle all vending machine and replenishments in Buildings 7. 8. Cost of Utilities: The lease price includes an allowance for electricity usage in the amount of $02.75 per square foot per year. If the direct cost to the Landlord for electricity used by the Tenant for the base year or any option year varies (up or down) form the allowed amount more than 1percent, an equitable adjustment shall be made at the end of the year. The (1 percent) threshold shall be used to determine whether an equitable adjustment will be made but shall not be considered in the calculation of the adjustment. For any period of time which the Tenant does not have possession of all the space served by a single meter, the Tenant?s pro rata share shall be determined by dividing the amount of usable square footage held by the Tenant by the total usable square footage served by the meter or by such other method as may be agreed to by the parties. Water and sewage services are provided by the Landlord at no additional cost to the Tenant. Gas utilities are not provided to the Premises. 9. Access Landlord will provide the following cards free of charge as follows: At beginning of Lease 30 cards 10. Dumpsters and Compactors In conjunction with paragraph 6.8 of the Statement of Work entitled ?REFUSE REMOVAL,? Landlord, at its discretion, will provide either a standard small dumpster or a compactor (END OF EXHIBIT ?B?) EXHIBIT ?C?, Custodial Service Requirements Assumptions of Terms and Conditions Daily Five Days Per week 1. Spot clean spills and stains on carpeted and hard surface floors. 2. Clean, sanitize, and polish all vitreous fixtures, including toilet bowls, urinals, hand basins, walls, and exposed pipes under sinks. 3. Sweep and wet mop floor in restrooms. 4. Clean all glass and mirrors in restrooms. 5. Empty and remove all trash, spot clean, and replace can liner in restrooms. 6. Refill all restroom dispensers. 7. Vacuum high traffic areas (halls and entrances). 8. Clean breakrooms daily. 9. Clean and sanitize drinking fountains. Three Times per Week (Sunday, Tuesday, Thursday) Empty and remove all trash. Replace liners as necessary . Weekly 1. Spot clean reception lobby glass including front door and any other partition or door glass. 2. Dust mop resilient and hard floors or vacuum carpeted floors in all locations. 3. Clean and mop entrance area including mats. 4. Sift and clean sand urns. 5. Sweep inside/outside stairs, ramps, and landings. 6. Spray buff all hallways (tile floors). Monthly 1. Dust all exposed filing cabinets, bookcases, and shelves. 2. Low dust all horizontal surfaces to hand height 72 inches, including sills, ledges, molding, shelves, picture frames, etc. 3. Remove dust and cobwebs from ceiling areas. 4. Spot clean furniture. 5. Empty, clean, refill sand urns. 6. Mop inside/outside stairs, ramps, and landings. 7. Clean carpet high traffic Areas. 8. Clean and sanitize wastebaskets as needed Quarterly 1. High dust above hand height all horizontal surfaces, including shelves, moldings, ledges, supply and return air grills. 2. Clean the entire reception lobby glass including front door and any other partition glass. 3. Medium traffic carpet cleaning. Semiannually 1. Vacuum furniture. (End of Exhibit C) NASA/MSFC intends to purchase the items from Intergraph Corporation, 1 Madison Way, Huntsville, AL 35894-001, JOFOC recommmendation is made pursuant to Federal Acquisition Regulation (FAR) 6.302-1. International Space Station and Marshall Institute have been located at Intergraph for the past 3 years. Changing locations at this time would result in a substantial duplication of cost to the Government tjat wpi;d mpt be recovered through competition. It is clearly in the best interest of the Goverment to continue leasing the existing space rather than incur these costs and the resulting training disruptions associated with moving to another location. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 2, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
