- The Marine Corps Air Station, Cherry Point, NC has a requirement for 1 each large area maintenance shelter, relocatable tension fabric building. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-03-Q-3366 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 (a) and Defense Acquisition Circular 98-43. This acquisition is 100% set aside for small business and is under the North American Industry Classification System code 332311, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, BRAND NAME OR SIMILAR for the following item(s): Item 0001: 1 each, large area maintenance shelter, relocatable tension fabric building (also know as a clamshelter) NSN 5410-01-334-3158, model number 50B-BBB-10CC manufactured by Clamshell Structures Inc., cage code 0AMA6. To include the following options: 1. Installation tool kit with gas-powered earth anchor driving equipment. 2. Dark bronze anodizing of structural aluminum frame. 3. Set of anchors for concrete surface. 4. Manually operated roll-up door with related framing and door surrounds (located in a bay of the structure). Delivery requirements are FOB destination and are to be delivered to Marine Corps Air Station, Cherry Point, NC 28533. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (JUL 2003)). FAR 52.212-3 Alternate I, Offer Representation and Certifications-Commercial Items (April 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (Feb 2002). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUN 2003), to include clauses (1) (3) (5) (7) (9) (12) (13) (14) (15) (16) (17) (18) (19) (24) and (29). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2003), applies with the following clauses applicable for paragraph (b); DFARS 252.225-7001, Buy American Act and Balance of Payment Program (MAR 1998); and DFARS 252.225-7012, Preference for Certain Domestic Commodities (FEB 2003). DFARS 252.232-7003 Electronic Submission of Payment Requests (MAR 2003). Evaluation Factors: The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on PRICE and DELIVERY alone. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9E. All quotes must be received no later than 4:oo PM, local time, September 04, 2003. All quotes not sent through the US mail (excluding Email and faxes) shall be sent to Cunningham Street, Building 159, Door T1, MCAS, Cherry Point, NC 28533. Direct delivery of quote is only possible during weekdays, excluding federal holidays, between the hours of 8:00 AM and 4:00 PM. As of 31 May 1999, all Contractors must be registered in the Central Registration (CCR) Database as a condition of contract award.
