Description
The Government intends to negotiate a Firm Fixed Price Contract to procure two (2) Multi-Task Boat Davit Systems on a sole source basis with Welin-Lambie Ltd, Britannia House, Old Bush Street, Brierley Hill, United Kingdom. This requirement shall be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items. The delivery date for the resultant contract will be 01 Sep 2004. Contract line items will be as follows: CLIN 0001, 2 each Multi-Task Boat Davit Systems; Clin 0002 Shipping to Sasebo to Japan. The boat davits shall have electronic/hydraulic power, a twin arm davit with cross bean and a safe working load of 26,000 lbs. With the capability of launching, recovering and stowing multiple combinations of small craft with single and twin point suspension systems. Hoisting and lowering shall be achieved with an electro-mechanical winch system. The davit system shall be supplied with a self-contained davit structure. The following shall also be provided: electrical panels with cabling, a hydraulic power pack, a control station with integrated flat screen and a multi-coat painting system shall be applied to all components. MARKET ACCEPTABILITY - The supplier shall have been in business providing boat-handling systems for at least ten (10) years. The supplier shall have verifiable sales of at least twenty-five (25) boat handling and stowage system, and shall have demonstrated government or commercial maritime market acceptability over the past six (6) years. Additionally, the supplier shall have verifiable of at least five (5) boat handling systems that meet all of the following criteria over the past five (5) years: Electric drive constant tension winches; Davit capable of handling multiple boat types; Davit that handles a boat with two pickup points; Boat stowage system provided with the davit; Boat stowage system that is interchangeable with multiple boats. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http:www2.eps.gov as this office no longer issues hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor or the principal corporate officials and owners are currently suspended of debarred, or otherwise ineligible to receive contracts from any Federal agency. Failure to do so may be grounds for refusing to accept the proposal. NOTE 22 APPLIES.
