Description
This announcement is not a request for proposals. The Bureau of Reclamation Snake River Area Office intends to issue a sole source contract with the Idaho Department of Water Resources to develop a work plan for the Boise Valley Water Use study modeling framework and database. The Bureau of Reclamation has recently begun a nationwide program of Water 2025. The focus of the program is on the increasing competition for water in the American West. The importance of this program is evident by increased conflict among competing water users compounded by the ongoing western drought. Emphasis is being placed on improved water management using conservation, increased efficiency, collaboration, technology, and market principles. Better water management is becoming increasingly important as demand for water grows. Reclamation has initiated a Boise Valley Water Use Study (BVWUS) to address current and future water supply issues and analyze alternative scenarios for meeting present and future water needs in the Boise Valley. To accomplish this study Reclamation is collaborating closely with IDWR to take advantage of their models, technical expertise and to avoid duplication of effort. Several models already exist in the ownership of IDWR and Reclamation that will be utilized in the modeling framework. Reclamation coordinates closely with IDWR on water management issues and water use information in the state of Idaho. Reclamation needs IDWR water information to be accessible, technically current, and accurate to enable reclamation to manage the distribution of federal water supplies in the state. These improvements will also facilitate efficient water use of the limited state and federal water supply which will contribute to Reclamations ability to meet ESA and other federal environmental laws. This contract is to develop a work plan for the Boise Valley Water Use Study Modeling Framework. The work plan will include overall functional and system requirements, followed with detailed task-by-task descriptions that are required for the development of the overall modeling framework, with a proposed cost estimate for implementation of the work plan. The task descriptions will include specific objectives of each task, the approach taken, any assumptions or risks associated with the task, and the deliverable of that task. Additionally each task will be merged into a time schedule (MicroSoft Project) synchronized with other adjacent and subsequent tasks. IDWR is the State Water Resource Agency which has the state responsibility to administer water rights and managing water resources in the state of Idaho. There is no other state agency or private company that possesses the same legal authority for water rights management in the state of Idaho. Models developed by IDWR will be used in this study and are not commercially available. The IDWR is the primary source in the State of Idaho for Geographic Information System and other digital land use, irrigation system, crop type, water use, water right, climate, soil, and other IDWR proposes to pay for 50% for the cost of this contract. Reclamation intends to negotiate the contract using less than full and open competition procedures. The period of performance for this contract will be contract award through December 2003. No solicitation is available. Parties who believe they have knowledge of the Boise Valley Water Use Study issues sufficient to develop a modeling framework and database workplan may send an SF254/255 demonstrating their firm's qualifications to the address listed above.
