- Questions and Answers: 1) Q - How many and which Arabic websites does the Department of State intend to promote? The solicitation mentions usinfo.state.gov and "Rebuilding Afghanistan." Are there others under consideration? Could you please provide accurate numbers? A - "Rebuilding Afghanistan" and usinfo.state.gov are the only websites the Department of State wishes to promote. With respect to the usinfo site, several Arabic language pages are available on the site. These Arabic language pages are the portion of the site the Department wishes to promote. On any given day, an average of five to six such pages are available on the usinfo website. 2) Q - The solicitation calls for developing online media plans and budgets. It does not, however, specifically call for media placement and buying services, which would normally be part of such a service. Is this am implicit part of the scope of work that should be addressed in the proposal? A - Yes, media placement and buying services are implicit in the scope of work. 3) Q - The solicitation stipulates that for evaluation purposes, technical merit and price factors will be weighted equally. However, Modification 001 stipulates that prior experience will count for 20% of the total evaluation weight. Which is correct? Could you please clarify? A - Both are correct. Technical merit, as set forth by the offeror's "technical proposal," will count for 50% of evaluation weight. Price factors, as set forth by the offeror's "business proposal," will count for the remaining 50%. Past performance, to be addressed in the offeror's "technical proposal," will be considered under the heading of "technical merit," and will count for 20% of total evaluation weight, or 40% of the technical merit weight. 4) Q - How many copies of the proposal do you require? A - The Department would like a minimum of 3 copies of both the "technical proposal" and "business proposal."
