- This is a Notice of Intent for commercial items prepared in accordance with the format in the FAR Subpart 12.6, as supplemented with additional information included in this notice. This notice issued as Request for Quotation (RFQ) 0032935, using Simplified Acquisition Procedures (SAP) under Subpart 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) is 421490. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2001-15. This notice will result in an aggregate award for a Firm-Fixed Price, one-time buy. The Government intends to negotiate on a sole source basis with Exploranium, 207 East Ohio Street, Suite 262, Chicago, IL 60611. The requirement is as follows: The Federal Bureau of Investigation, Laboratory Division, Hazardous Material Response Unit have a requirement for forty (40) GR 135 miniSPEC IDENTIFIER Portable Gamma-Dose-Neutron Radiation Survey Spectrometer Systems. The specifications for the new GR 135 miniSPECT IDENTIFIER Portable Gamma-Dose-Neutron Radiation Survey Spectrometer Systems are as follows: (1) The systems must be rugged, lightweight, portable, handheld gamma-dose-neutron-spectrometer which can be operated with one hand, utilizes both common alkaline or rechargeable ni-cad batteries, as well as the ability to operate from 110V AC or 12V DC with a supplied power adapter; (2) Shall have an integrated, comprehensive, nuclide identification library and be able to interface with a personal computer for data downloads, analysis, and email forwarding to remote user locations; (3) Shall have a minimum of three different onboard detectors (Geiger-Mueller Tube, Sodium Iodide and Neutron); (4) Shall perform automatic stabilization using an integrated radiological check source which meets worldwide exemption limits to allow transportation and operation without an NRC license; (5) Shall have the additional capabilities of: preset, audible alarm levels; user selectable units of dose measurement (rem, gray, sieverts); backlight display for use in low light conditions; customizable nuclide identification libraries; automatic charging and self stabilization while in the docking/charging station.; and (6) In addition to the specific requirements outlined above it is imperative that the systems be compatible with existing software and hardware configurations recognized, accepted and currently in use within the Bureau and other federal agencies. The GR 135 miniSPEC IDENTIFIER has proven its capabilities in this role. Specifically, the FBI, U.S. Customs Service, Department of Defense and Department of Energy have established protocols using the Exploranium GR 135s ability to identify, store, download to a computer, and email radioisotopic spectroscopy data through the federal Triage system. The Triage program allows multiple users, to include nuclear scientists within the DOE Laboratory system, to analyze the data sent in from field operators anywhere in the world and provide real time, expert assessment and advice on the radiological hazards involved. HMRU has a total of thirteen (13) GR 130 miniSpec detector systems (the predecessor to the GR 135) already in use. These forty (40) GR 135 detector systems will be an upgrade to the original units and will include a trade-in of the thirteen (13) GR 130s towards the new GR 135s. It is important to note that configuration and operation of the new GR 135s is virtually the same as the GR 130s. This provides the advantage of minimal additional training required for Bureau personnel already competent in the use of the older systems. The Government intends to negotiate with only one source. Therefore, this notice is not a request for competitive quotes. However, the Government will consider all quotes received by 4:00 p.m., EDT, on September 5, 2003. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
