Description
The U. S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations (RFQ) Number Q3C5AAC0036 in support of the HUD Headquarters, Office of Policy Development and Research (PD&R). This procurement is for a fixed-price contract under the Federal Acquisition Regulations (FAR), Simplified Acquisition Procedures (SAP) not to exceed $100,000, to evaluate PATH Small Business Procurement, "Overcoming Barriers to Innovation in the Home Building Industry." This is a research project which will require the contractor to perform research, reviews, conferences, and provide documentation identifying barriers and issues discussed at panel meetings. The principal goal of this task order is to clearly delineate the barriers facing innovation in the home building industry, evaluating five broad areas for examination: education, risk, fragmentation of the industry, cultural values, and codes and regulations. This is a new acquisition. There is neither a current contractor performing this work nor historic data available concerning this procurement. The proposed Purchase Order is for the study to be completed within 12 months. This solicitation is set aside for small business concerns. The proposed contract is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541720, and the size standard is $6 Million average annual sales for the last three years (See Numbered Note 1).
