- NA This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified accredited not for profit academic institutions and commercial sources to include the ir size classification (HUB Zone, 8(a), Small Disadvantaged, Small, or Large) relative to this North American Industry Classification System (NAICS) Code, 611430. A review of the responses to this sources sought announcement may result in a solicitation a nnouncement being published in the Federal Business Opportunities at a later date. The Professional Development Center, Directorate of Common Leader Training, is considering entering into a service contract for the Maneuver Support Center and Ft. Leonard Wood. The Program will focus on providing adjunctive faculty services to support wo rkforce related Professional Development Programs offered on-site at Ft. Leonard Wood, MO. Specifically, the academic institution/and or contractor will provide faculty for the training sessions offered under the agreement. In addition, for each training session offered under this arrangement, it is expected that the contractor will: · Assign CEUs and/or Credit (as applicable) to each training session offered under this arrangement. · Articulate the number of seats with a recommended price per seat necessary for each specific event necessary to recover operating expenses · Be allowed the use of their seal, logo, and name as a part of each courses marketing strategy · Generate course and workshop announcements. · Assist in Marketing unused seats to other Federal agencies and State and Local governments The Contractor will be responsible for presenting various briefs identifying the benefits of this program to Army leadership and MANSCEN staff as well as to other installation wide activity training coordinators. They may also be asked to survey the workfo rce in order to provide input to the calendar of installation-wide training offerings, provide guest speakers and lecturers that provide 1 to 2.5 hour presentations on contemporary workforce related topics. The contractor will maintain an active outreach p rogram with other regional government training coordinators. The Contractor may also be asked to identify faculty who may be used for courses and workshops outside of this arrangement where the government wishes to directly purchase the services. The Con tractor may suggest additional courses, workshops, and information sessions to the government based on emerging workforce education trends. They may also be asked to research potential sources for those courses and workshops that, in the view of the gover nment, another provider would respond to the MANSCEN training requirements within the requested time frame, has greater subject matter expertise and/or has proprietary rights over the training. Annually they will be required to recommend and then procure titles in a variety of media to add to the Professional Development collection of the Bruce C. Clarke Library. In providing the training session, it is important for the contractor to understand that this is a cooperative venture with the MANSCEN Profess ional Development Center and that the government will provide many key portions of the training process. For example for each training course offered the government will: · Provide the facilities used for the training to include any high technology laboratories and, when necessary, provide teletraining connectivity. · Provide the Programs of Instruction, courseware, syllabus, and adjunctive materials to include any printing and copies for students. · Facilitate student access to SMARTFORCE, the on-line self-study materials for courses in automation and common leadership and managerial subjects that have on-line study portions. · Support necessary Knowledge Management Services and Library Facilities. · Provide class registrar or a dministration to include certificates, recording of student progress within a course using the Learning Management System and posting completions to any civilian employeeâs records. · Provide internal advertising and marketing to MANSCEN and the FLW workforce. Responses to this sources sought announcement will not be considered adequate responses to a solicitation, a request to be added to a prospective bidder list or to receive a copy of a solicitation. All interested parties will have to respond to the solici tation announcement in addition to responding to this sources sought announcement. No solicitation is currently available. This is not a request for proposal and in no way obligates the Government to award any contract. Do not send price proposals/quote s. Organizations and firms interested in the above services should submit a capability statement describing how the organizationâs unique capabilities can satisfy the Armyâs Professional Development Initiative requirements. Responses to this no tice shall also include the academic organization/company name, address, Point of Contact, phone number, e-mail and business size status/academic institution enrollment size. In keeping with the Maneuver Support Center and the Training and Doctrine Comman dâs commitment to acquisition streamlining, the Army is considering the use of commercial procedures in the acquisition of the services described above. One of the key elements in effectively utilizing FAR Part 12 commercial procedures involves condu cting sound marketing research early in the acquisition process. In this vein, it is requested that prospective firms/organizations provide the following information to assist in the collection of market research: · Information concerning the scope, period of performance, and dollar value of actual Professional Development initiative programs that you have previously participated in or are knowledgeable about and that is similar to the one described above. · Samples of standard commercial practices and/or commercial contract terms and conditions which you may have used in previous commercial contracts which the Government may consider in developing the solicitation, model contract and individual training event delivery order for the above described services. Written documentation addressing the above must not be more than 10 pages in length, single-sides double-spaced, on standard size paper, using No. 12 Arial font. Responses to this notice shall be mai led to Army Contracting Agency, Directorate of Contracting, PO Box 140, Fort Leonard Wood, MO 65473-0140. Responses must be received in writing no later than 4:00 PM (Local time), September 8, 2003.
