- NAICS Code: 334516 The U. S. Environmental Protection Agency (EPA), intends to negotiate on a sole source basis under the authority of FAR Part 6.302.-1 with European Spectrometry Systems LTD for an ECOSYS-P 300 Portable Mass Spectrometer (MS). This requirement for the Office of Research and Development, National Risk Management Research Laboratory is to further support research performed by the Air Pollution Prevention and Control Division by providing a system that will be used for identifying and quantifying emission of volatile organic compounds (VOC) from natural (primarily vegetation), biomass burning, and other combustion sources. The portable MS will be used with other gas and total particle analyzers. The system shall provide near real-time multiple VOC identification/quantification at low concentration (<2 ppb v/v), with field portability (single person transport and operation). EPA source research indicated European Spectrometry Systems LTD is the only firm which can provide the system required for this requirement. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of supplying this type of equipment. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The anticipated award date is September 30, 2003. See numbered Notes 22 and 26.
