- Description
- The National Institutes of Health (NIH), National Cancer Institute (NCI) Occupational Epidemiology Branch (OEB), plans to procure services on a sole source basis with the University of Iowa, 100 Oakdale Campus N3280H, Iowa City, IA 52242. The acquisition is being conducted under the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. Title: Influence of Corn Farming on the Immune System in the Agricultural Health Study. The purpose of the procurement is to complete the field work phase of the corn farming study that was initiated in January 2002. Farmers and controls have already been selected and have been participating in this part of the study since January 2003, contract number N01CP81119. Contractor Requirements: 1) Spot-urine samples of corn farmers and their controls before and after harvesting (November 2003) and in the off-season (January 2004), 2) Peripheral blood samples from corn farmers and their controls before and after harvesting (November 2003) and in the off-season (January 2004), 3) Administer detailed questionnaires on farming activities in the relevant time period and; 4) Perform CBC analyses on the collected blood samples. The University of Iowa is responsible for the coordination of the Agricultural Health Study under contract NO1-CP-81119. University of Iowa is the only source known to the NCI that is coordinator for the Agricultural Health study of which the corn farming study is a sub-study. The University of Iowa is the only known source that has access to the targeted population. Furthermore, the University has been responsible for the first part of the field study and it is imperative that methods are not changed during the course of the field phase as results will be pooled overtime. This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must include sufficient detail to allow NCI to determine whether the party can fully meet the requirements herein. Capability statements must be received in the contracting office by 1:00 PM EST (local Washington DC time) on September 04, 2003.
