- This is a Request for Quotation (RFQ) from the NOAA/Central Administrative support Center (CASC) and the Aircraft Operations Center (AOC) This RFP is to provide for a MD-500 Helicopter Mechanic for approximately 7 weeks aboard the NOAA Ship David Starr Jordan. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6 as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; quotes are being requested, a written solicitation will not be issued. Solicitation No. WC1330-03-RQ-0262 is issued as a Request for Quotation. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-12. All the line items will be delivered or picked up in accordance with the specification listed below. Prices quoted shall include cost of delivery, if required in accordance with FAR 52.247.34, FOB Destination (NOV 1991). Date of delivery is stated in the specifications listed below. The provisions of FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000) FAR 52.212-4, Contract Terms and Conditions - Commercial Items (FEB 2002) and FAR 52.212-5; Contract Terms Conditions Required to Implement Statutes or Executive Orders - Commercial Items May 2002) and FAR 52.216-27 Single or Multiple Awards (October 1995) apply to this acquisition. Include FAR 52.212-3, Offerors Representations and Certifications - Commercial Items (July 2002) with your quotation. FAR and FAC clauses are available on the Internet Website http://www.arnet.gov/far. Signed and dated quotes must be submitted to the U.S. Department of Commerce, NOAA/CASC, ATTN: AMD/Jennings, Room 1756, 601 East 12th Street, Kansas City, Missouri 64106. Quotes for all line items must be received on or before 2:00 pm CDST September 3, 2003. Quotes may be faxed to 816-426-7530/ ATTN: Jennings. Award will be made to the lowest price, responsive, responsible offeror who demonstrates compliance with the requirements of this solicitation by line items. Quotes shall include the total price. In order to submit a offer for this project, offerors are required to submit a quote on each line item along with the following: Certification of at least five (5) years of specific experience as an A&P and at least three (3) years experience on MD 369D Helicopter; A Statement of Qualifications including at least two references for similar work successfully performed in the past two years which document the requirements addressed in "General Requirements" of the following Statement of Work; Copy of Current Passport; Current Record of Inoculations covering the Diseases stated in the General Requirements of the Statement of Work below; Copy of completed NOAA Health Services Questionnaire as stated in the General Requirements of the Statement of Work below; Proof of mechanic certification; proof of workman's compensation coverage; proof of employee health and life insurance.. The NAICS for this procurement is 541990. Item 0001. Provide MD-500 (N59RF) Helicopter Mechanical for Approximately 7 weeks aboard the NOAA Ship David Starr Jordan________________________. Item 0002 MD-500 (N59RF) Helicopter Mechanic Hourly Rate _________________.; Item 0003MD-500 (N59RF) Helicopter Mechanic Hourly Overtime Rate ____________; Item 0004 MD-500 (N59RF) Helicopter Mechanic Premium Hourly Rate____________. Items 0001 through 0004 must be accomplished in accordance with the following Statement of Work: The required work will be performed on the NOAA, AOC, MD369D Helicopter. Federal Aviation Administration (FAA) registration number N59RF, serial number 590510D. The Offeror will provide to AOC, an FAA certified Airframe and Power plant (A&P) mechanic with MD369D experience, for a period not to exceed ninety (90) days. The mechanic will work aboard the NOAA Ship David Starr Jordan, supporting helicopter operations for the Southwest Fisheries Stenella Abundance Research project. In-port time will be three (3) to five (5) days, approximately every twenty days. A typical workweek will consist of an 8-hour day 6 days a week. The mechanic will be provide a shared room and bath on board the David Starr Jordan. Meals will be provided by the agency while aboard the David Starr Jordan. Emergency medical services will be provided by the agency (NOAA) while aboard the David Starr Jordan, however, offeror will provide for any on-shore medical insurance coverage/costs for the mechanic. Offeror will provide Worker's Compensation coverage for the mechanic. The mechanic needs to meet the ship in Acapulco, Mexico by 8 September 2003 and remain with the ship's company until 27 October 2003, during the San Jose, Guatemala inport to ensure proper turn over with the pilot and mechanic. Travel will be reimbursed in accordance with Federal Travel Regulations. The above schedule is desired but may need to be expanded depending upon availability of in-house support and may encompass any of the following legs and inports of the ship's schedule: Departs San Diego, CA 31 July In-port stops 1. Manzanillo, Mex. 17-20 August 2. Acapulco, Mex. 07-10 September 3. Puntarenas, Costa Rica 30 September to 06 October 4. San Jose, Guatemala 24-28 October 5. Manzanillo, Mex 17-21 November Returns San Diego, CA 10 December 2003 General Requirements: The mechanic must have a minimum of five (5) years experience as an A&P with at least three years experience on the MD369D helicopter. Inspection Authority (IA) is desired. The mechanic will perform all scheduled and unscheduled maintenance and inspections required by the airframe and power plant manufacturer's maintenance manuals, and the AOC flight Watch Tracking system. This will include, but is not limited to, removing and replacing major and minor components on the airframe, engine and transmissions, fabricating lines and hoses, brackets and other related equipment, troubleshooting malfunctions, and engine and flight control rigging. An annual inspection may be due at some point during the deployment. The ship will depart San Diego with a fresh 100 hour inspection on a planned 120-flight hour deployment. The mechanic will work closely with the aircraft commander in maintaining the above-mentioned aircraft in an airworthy condition. The mechanic will maintain the above mentioned aircraft in accordance with the manufacturer's maintenance manuals, industry acceptable methods, techniques and practices and the AOC Maintenance Operating Instruction (MOI). The mechanical will be responsible for the daily internal and external aircraft cleaning of the aircraft, keeping the aircraft in a condition, which reflects favorably on the agency. All maintenance work will be signed off in accordance with FAR 43.9, FAR 43.11, and the AOC MOI. The mechanic must be physically able to make repairs from ladders and work stands and where parts are in hard-to-reach places. This requires one to climb, stand, stoop, lift, stretch, bend and work in tiring and uncomfortable positions. The mechanic must be physically able to lift parts and equipment that weight up to fifty (50) pounds, as well as pushing and pulling heavy items. The mechanic will work in all types of weather conditions associated with tropical climates. At times, the mechanic may have to work on the flight deck in heavy seas and rain to secure the aircraft. The mechanic will be exposed to such fluids as engine oil, hydraulic fluid, and jet fuel, which may irritate the skin and eyes. There is frequent exposure to the possibility of cuts, burns, shocks, strains and broken bones. The mechanic must be physically able to fly as necessary in the performance of duties. This will include, but is not limited to Post Maintenance Check Flights (PMCF) and ferry flights. The mechanic will be required to help in the loading of the helicopter for operational flights as necessary. The mechanic must possess a current passport and a current record of inoculations covering diseases associated with travel through Mexico and Central America including, but not limited to: PPD (TB test), Tetanus, Hepatitis A Series, Hepatitis B Series, Cholera, Diphtheria, Influenza, Immunoglobulin (IG), Malaria, Measles, Mumps, Rubella (MMR), Polio, Typhoid Fever, and Yellow Fever. Additionally, the Mechanic must complete the NOAA Health Services Questionnaire and be found medically qualified for NOAA shipboard duty: http://www.nefsc.noaa.gov/medic/medicalform.pdf. Certification - The offeror shall provide to AOC, proof of mechanic certification, Worker's Compensation coverage, employee health and life insurance, current passport, shot record and be found medically qualified as embarked personnel on a NOAA vessel before deploying mechanic to the project.
