Description
The Federal Bureau of Investigation (FBI), Property and Procurement Management Section (PPMS), Fleet Management Unit (FMU), has a requirement to service and manage the FBI’s Automotive Maintenance and Repair Program, including, but not limited to, the operation of all shops, maintenance of all vehicles, equipment and all vehicle repair functions. The contractor, contractor personnel and sub-contractors (if used) shall each have an FBI-performed Top Secret clearance, which includes a background check, a drug test and a polygraph test. This will be a firm-fixed price type contract for one (1) base year and four (4) additional one-year options periods. This solicitation is in compliance with the requirements described in Office of Management and Budget (OMB) Circular No. A-76 (Revised), August 4, 1983 and Circular No. A-76, Revised Supplemental Handbook, Performance of Commercial Activities, March 1996. The place of performance is located in 47 different locations throughout the United States with two additional satellite operations. The satellite locations are used on a part-time basis, and are staffed with existing personnel from the primary facility locations. In addition to the FBI fleet, the contractor shall support other outside agencies and customer. This includes Drug Enforcement Agency (DEA), Immigration and Naturalization Service (INS), and U.S. Marshals (USMS). The contractor shall have at a minimum, but not limited to, the following requirements; (1) all necessary training, qualifications, certifications and/or licenses, prior to contract start date; (2) provide qualified personnel and ensure that personnel remains qualified; (3) employ persons with a strong command of the English language. A two hour preproposal conferece will be scheduled on June 24, 2003. Prospective offerors, Technical and legal personnel are invited to attend.
