Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and no other solicitation document will be issued. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-15. The applicable NAICS number is 336999 and the small business size standard is 500 employees. This requirement is intended for award under simplified acquisition procedures and is 100% set-aside for small business. The U.S. Department of Commerce, NOAA intends to purchase the following item: One marine grade side scan winch that meets the following requirements: Winch envelope including all attach equipment shall not exceed existing deck foundation of 63 ? inch wide x 70 inch long. The existing foundation has a 6-inch mounting surface. The lead of the wire rope shall be perpendicular to the width. The drive system shall be a self-contained electro-hydraulic system, electric motor maximum size: 20HP, 440 VAC, 3 phase, 60 hz., and a fail-safe braking system. The construction shall be all welded steel construction with stainless steel hardware, steel surfaces shall be grit blasted to near white, preservation shall be one coat of inorganic zinc primer and three coats of polymide-epoxy. Topcoat color shall be black, all fittings shall be manufactured of corrosion resistant material, and junction boxes shall be manufactured of corrosion resistant materials. The braking system shall consist of a fail-safe brake incorporated into the hydraulic drive system and a manually applied braking system with a stainless steel brake band and fasteners. All bearings shall be sealed and self-aligning ball bearing type. Wire drum: a) Minimum cable capacity: 600 meters of 0.40 inch diameter KLEIN armored tow cable with braided haired fairing and an additional 2 inches of clear flange. b) Design to accept 0.40 inch to 0.68 inch EM cable KLEIN Side Scan slip-ring assemblies. Controls: a) Self-centering, single lever, ?Joy-stick? type electrical controller mounted in a NEMA 4X box mounted on the unit. b) Two remote joysticks. One remote joystick shall be mounted in NEMA 4X box. The second remote joystick to be mounted separately. c) Infinite variable speed control. d) Hydraulic pressure gauge mounted on the winch. e) Power switch on the unit with an additional remote power switch to be mounted separately. f) Two local/remote joystick control switches. One local/remote joystick control switch shall be mounted on the unit. The second local/remote joystick control switch to be mounted separately. Performance: Minimum bare drum rating of 4000 pounds line pull at line speed of 1-120 feet per minute. Level Wind: Hydro-Active level winder adjustable for 0.40 inch and 0.68 inch coaxial EM cable with braided haired fairing. Handling: Provide four point lifting eyes and forklift access holes. Foundation: Unit shall be designed to bolt to an existing foundation. Documentation: Provide a minimum of four sets of documentation. Documentation shall include installation, operation, and maintenance instructions, full set of drawings, and list of recommended spare parts of one year. Spare Parts: Provide one set recommended spares. Provide a written 1-year 100% covered warranty on all parts associated with winch. Optional Line Item 1: Provide the cost for procurement and installation of 400 meters of 0.40 inch Klein armored tow cable installed on the winch under tension using the level wind. Optional Line Item 2: Provide the cost for procurement and installation of 400 meters of 0.40 inch Klein armored tow cable with braided haired fairing installed on the winch under tension using the level wind. Optional Line Item 3: Purchase one additional winch with the two above optional line items. Closing date for receipt of quotes is 02 September 2003 12:00 PM ESDT. Line item 1 is to be delivered to U.S. Department of Commerce, Atlantic Marine Center, Norfolk, VA. Optional Line Item 3 is to be delivered to U.S. Department of Commerce, Pacific Marine Center, Seattle, WA. Quotes may be submitted on company letterhead stationary and must include the following information: Nomenclature, Part Number, Unit Price, Extended Price, Estimated Delivery, Payment Terms and discount offered for prompt payment, F.o.b. Shipping Terms and must include the required FAR 52.212-3 Offeror Representations and Certifications--Commercial Items (Jun 2003) of which copies can be obtained by downloading the document from www.arnet.gov/far/, by email request to Linda.C.Stein@noaa.gov or by calling the agency. Facsimile quotes are acceptable and may be faxed to (757) 441-3786. All responsible sources may submit an offer, which shall be considered by the agency. Contractors must have valid Cage Codes and DUNS Numbers and be registered with CCR.
