- Description
- The Natural Resources Conservation Service (NRCS) in Des Moines, Iowa is seeking assistance from private sector individuals, firms and entities to assist them in the survey, design, layout and checkout of grassed waterways in various counties in Iowa. These grassed waterways are on private lands and are being constructed as one component of the Farm Security and Rural Investment Act of 2002, commonly referred to as the 2002 Farm Bill. The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and support necessary to provide the services as solicited. The period of performance will be from September 15, 2003 to July 1, 2004. It is estimated that each typical Grassed Waterway will require approximately three (3) staff days of assistance to complete. Contracts will likely comprise from 10 to 50 Grassed Waterways in one or more counties in Iowa. Grassed waterways shall be implemented in accordance with all applicable NRCS policy and criteria which can be found at the following websites: NRCS Field Office Technical Guide, http://efotg.nrcs.usda.gov. Grassed waterway design and implementation will require an understanding of agronomy engineering, soil conservation and water management practices, and good communication skills. The respondents must demonstrate the ability to become certified Technical Service Providers (TSP) in the category of 'Surface Water Management' within 30 days of contract award. Proposals from contractors will be evaluated on technical capability, personnel qualifications, past performance and price. This is a pre-solicitation notice. A separate "Request for Proposal" will be advertised for each of the selected counties or groups of counties in Iowa, as soon as workload areas are identified.
