Description
This is a combined synopsis/solicitation for commercial items prepared IAW Subpart 12.6, with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. RFQ USSS-03Q0050 is hereby issued for this requirement through FAC 01-15. This action is a 100% small business set-aside. The NAICS code is 237130, Power and Communication Line and Related Structures Construction, and the small business size standard is 28.5M. This is a short suspense requirement. DESCRIPTION: The United States Secret Service has an urgent requirement for cable plant installation at the USSS John J. Rowley Training Center (JJRTC), Hazen Security Bldg, 9200 Powder Mill Road, Laurel, Maryland 20708. Contractor shall provide all labor, equipment, materials to perform cable plant installation and testing described herein. WORK STATEMENT AND TECHNICAL NOTES: The Contractor shall use 24 AWG, 4 pair Category 5e (CAT5e) plenum rated cable that is blue in color. No other color cable shall be accepted. All cabling should utilize the existing cable trays within the facility as required. Provide and install surface raceway as required. Provide and install J hooks as required. Re-use as much material as possible relating to faceplates, boxes and telephone blocks and patch panels. All CAT5e wire runs are to be placed below the floor enclosed in carlon tubing. Cabling shall be in accordance with standard: TIA/EIA-568B building wiring standard for the RJ-45 work station interfaces and data cabling, and International Standards Organization (ISO) Standard 11801 for CAT5e cables. Labeling and documentation shall conform to TIA/EIA 606 standard. All CAT5e cabling installed for this contract must achieve 10 dB ACR at 100 Mhz. All CAT5e cabling installed under this contract shall conform to EIA/TIA TSB67 cable testing criteria. FIBER OPTIC CABLE: Multi-mode 62.5/125 fiber optic cable. The Contractor shall use multi-mode fiber 62.5/125 micron cable that is orange in color. All cable will be terminated in rack mounted fiber distribution panels, and will utilize ST connectors for all terminations. The Contractor shall adhere to all local electrical and fire codes associated with an installation of this nature. Labeling General: Each cable installed will have a unique label. The Contractor will use the room number as the unique label for each cable. In the event that a room has more than one cable terminating in it, the Contractor shall label all cables with that room number followed by letters of the alphabet. For example, if room 210 has four cables terminating in it, the unique labels for those cables will be 210A, 210B, 210C, and 210D respectively. The Contractor will only use machine-generated labels. The Government will NOT accept hand written labels on any portion of this contract. Patch Panels: The front of each patch panel will be machine labeled indicating each cable installed on the patch panel. Wall Plates: Each wall plate will be labeled indicating all cables terminated at that location. The labels used for wall plates shall consist of black lettering with a white or clear background. Cables: All cables will be fitted with machine-generated labels at each end in the event that a cable is pulled away from a patch panel or wall plate. The label installed at the patch panel end shall be within one inch of termination and should reflect the unique cable identifier. The label installed on the cable at the remote end will be within 4 inches of termination. All patch cables will be fitted with machine-generated labels. The Client/Office patch cables shall be machine- labeled with the unique office identifier on the end of the patch cable that will plug into the peripheral equipment. The patch cables used in the Communications Closet (CER) shall be labeled with the unique cable identifier on both ends of the patch cable. The patch cables used in the CER will also be labeled with the Slot Number and Port Number associated with the communications equipment. For example, the two labels will look as follows: 210B and Slot 2 Port 23. Patch panels: All patch panels shall have 48 ports. The Secret Service recommends the use of Homaco MJPC5-35TB (PREFERRED BRAND) or equivalent. Patch panel other than the one listed must be approved in advance by the Government. Wire Management Panels: management panels shall separate all patch panels associated with this installation. The Secret Service recommends the use of Homaco HFM-19-2 (PREFERRED BRAND) or equivalent for separating patch panels. The top wire management panel in each relay rack shall be Homaco HFM-19-1SRC (PREFERRED BRAND) or equivalent. The use of any wire management panels other than the ones listed must be approved in advance by the Government. Cable Jacks: All cables shall be terminated on keystone style RJ45 jacks, and be mounted in faceplates. All Jacks associated with this installation shall be blue in color and wired to the T568B wiring standard. Faceplates: All cables shall be mounted in faceplates, and all faceplate shall be attached to the wall in a secure manner. All faceplates shall be almond or white in color, and clearly labeled. Patch Cables: The Contractor shall be responsible for the installation, labeling, and testing of all data patch cables associated with this installation. Patch cables shall be installed at the client end and in the appropriate communications closets. The Contractor will use booted patch cables and will follow the color standards set forth below. PC?s: Blue patch cables; Printers: Red patch cables; Servers: Yellow patch cables; and Fax machines: Green patch cables. Client/Office End: The Contractor shall install, test and label patch cables for every client/office end cable installed under this contract. The client/office end shall be installed with a minimum of a 14-foot patch cable, and will be clearly labeled with the unique cable identifier on the peripheral end. The patch cable will be installed from the wall outlet to the desk, and will be neatly coiled up and placed on the desk or table of each location identified. In the event that no desk is available, the patch cable will be installed, labeled and neatly coiled up and placed on the floor. The specific color of each cable drop will be coordinated with the Government. Communications Closet (CER): The Contractor shall install, test and label patch cables in the CER for every cable installed under this contract. The patch cables shall be installed from the patch panel, into the cable management rack and will be installed so that they feed the communications equipment from the bottom. Each patch cable will be installed with enough slack to ensure the flexibility of moving the cables to different ports. The slack associated with the patch cables will be dressed in a professional manner. Racks: Aluminum relay racks must be installed to the following specifications. The Secret Service recommends the use of Homaco 19-84-T2SD*B (PREFERRED BRAND) or equivalent. Relay racks other than the one listed must be approved in advance by the Government. Each rack will be secured to the floor and to the ceiling to ensure stability. The floor mounting of the racks shall utilize a minimum of ? all thread. If cables are run into the rack from the ceiling, the Contractor shall install two 4 conduits above the main rack. All cables terminated on this rack shall run through the 4 stub outs . The Contractor shall be responsible for grounding each rack to a building ground. If multiple racks are installed, all racks will be secured to each other. The Contractor will install all racks with a minimum of 3-foot clearance for the front and back of each relay rack. Ladder Rack: The Contractor shall install ladder rack to interconnect the relay rack(s), and to connect the relay rack to the wall for easy extension of cables and circuits. Warranty: The Contractor shall provide a written 15-year warranty that guarantees all materials and workmanship associated with the installation of this cable plant. In the event that a cable fails during this 15-year period, the Contractor will repair or replace this cable at no cost to the government. Cleaning: The Contractor shall be responsible for cleaning up all debris associated with this installation on a daily basis. The Contractor shall vacuum all offices, hallways, and CER?s that may have been soiled by drywall dust, ceiling tile dust, or terminated cables. Project Plan: Not later than five (5) days after award, and in any case prior to commencement of installation, the Contractor shall submit a Project Plan to the COTR. Status Reports: The Contractor shall be available at any time to brief the status of the project to the Government, including construction schedules. Draft Test Plan: Not later than five (5) days after contract award, the Contractor shall submit a draft test plan that outlines how all cable will be tested, and the proposed test result format. Not later than five (5) days after receipt, the COTR shall review and approve or return for correction the test plan. Labeling: Not later than ten (10) days after contract award, the Contractor shall submit, to the USSS COTR a sample of machine generated label(s) to be used on this installation. Delivery Milestone: The Contractor shall complete the physical installation and testing not later than thirty (30) days after contract award. Final construction documents, As-built documentation, and Final Test Results: The final test results report shall be presented to the COTR not later than sixty (60) days after the installation of all patch cables. The Contractor will test all cables and certify that all cables installed will pass data as outlined in the EIA/TIA TSB67 cable testing criteria. Final test results from this installation shall be presented to the USSS in an electronic spreadsheet using Microsoft Office 97/ Excel. This spreadsheet shall define the cable number, room number, and length of each run and test result for each cable. Not later than sixty (60) days after the installation the Contractor shall provide final construction documents to the Government that include the following: Cable plant drawings produced Visio software (latest version) that document the cable plan, communications wiring closets,(including riser and distribution closets), the types and quantities of vertical and horizontal cabling, and materials used, the communications rack layouts and patch panel configurations, and the labeling scheme used to depict all frames, cables, and outlets. The Contractor shall provide Visio drawings of the floor plans (24 x 36) for the cabled floor area(s) and supply elevation drawings of each CER installed by the Contractor. The Visio drawings shall include the placement of all walls, doorways, and include the location and unique identifier of each cable. The Visio drawings will also be supplied to the USSS in electronic format and must be compatible with Visio 5.1 or Visio 2002. Offeror must complete price for Line Item 0001, Cable Plant Installation, Unit of measure is Lot. Quantity is 1. $__________________. The price of Item 0001, Cable Plant Installation, shall include the following: Installation of a total of 128 Cat5e cables from the following locations terminating in the Main Communications Room Rack #3. Quantity (2) ? 32 Cat5e cable runs from new 48 port patch panels in DELL Server Cabinet 1 to the Main Communications Rack #3. Quantity (2) ? 32 Cat5E cable runs from new 48 port patch panel under floor (for future cabinets) to Main Communications Rack #3. (Note: Do not install innerduct at the JJRTC Facility) Drawings/floor plans that reflect the expected level of effort will not be provided at the site survey. AWARD FACTOR: The following FAR provisions and clauses are applicable to this procurement unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-2, Paragraph (a) insert the following: The government intends to award a firm fixed price contract to the responsible offeror with acceptable past performance whose technically acceptable quotation conforms to the Request for Quotation as provided herein, and is lowest in price. Technical acceptability is defined as meeting the brand-name or equal salient characteristics listed in the description above. PAST PERFORMANCE: Regarding Past Performance Evaluation, your company?s past performance will be evaluated under existing and prior contracts for similar products and services. The Government will focus on information that demonstrates quality of performance relative to the complexity of the procurement under consideration. Sources other than those identified by your company in your quote may also be contacted or accessed by the Government, with the information received/retrieved by the Government used in the Government?s evaluation of your company?s past performance. Provide not more than three (3) Past Performance references for similar efforts for in-progress or completed work within the past 3 years. ADMINISTRATIVE NOTES: Evidence of U.S. Citizenship required. The information to be developed in this delivery order is of sensitive nature. The Contractor shall be required to limit knowledge of and participation in this delivery order tasking and its work product, to those personnel directly involved in its performance, and only then subject to the approval of the COTR. Prior to commencement of work, proposed employees shall submit a completed Secret Service Contractor Access Application (SS Form 3237). Copies of the form will be provided upon award. As a precondition for employment related to this contract, each Contractor and subContractor employee will be required to meet certain minimum security requirements and may also be required to execute a nondisclosure agreement. Contractor agrees that, for due cause, any employee will be forthwith removed from the facility upon the Service?s request. SITE-SURVEY: Prospective Contractors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. To participate in the Site-Survey at JJRTC, prospective Contractors shall register in advance with the designated Information Technology Specialist, Mr. Stephen Ridder at (240) 624-3977, to provide full name/SSN/DOB of all visiting personnel. The site-survey will be held at JJRTC on 10:00 A.M. (EDST), Friday August 29, 2003. QUOTE REQUIREMENTS: Quotations must contain the following: 1) Pricing for Item 0001 cited above; 2) Delivery schedule; 3) Completed and signed copy of FAR 52.212-3, Offeror Representations and Certifications, and 4) Corporate experience and Past Performance information.
