- As part of market research, Air Education and Training Command (AETC) is in the process of developing an acquisition strategy for a performance-based service contract to provide watercraft operation and maintenance for AETC course S-V86-A, Water Survival Parachuting. Therefore this RFI is not to be construed as a formal solicitation nor does it constitute a current or future Government requirement. Any information provided to the Government is strictly voluntary and at no cost to the Government. Any formal solicitation will be announced separately. The Air Force is only interested at this point in determining industry?s capabilities to fulfill the contemplated functions. To this end, private sector industry is invited to submit capability and cost information demonstrating the ability to provide the following services. Request responses to be provided by 15 Sep 03. Requirement Detachment 2, 66th Training Squadron conducts AETC course S-V86-A, Water Survival, Parachuting at NAS Pensacola, FL. This four-day course includes operational training conducted on Pensacola Bay. To support operational training Det 2 owns a fleet of 11 boats. This acquisition is for non-personal services necessary to operate and maintain Det 2?s fleet. 1. Information requested: A. Capability and experience to support watercraft operations per paragraph 2. B. Capability and experience to provide maintenance per paragraph 3 A-G. C. Indicate facilities and/or equipment available to accomplish requirements in paragraphs 2 and 3. D. Distance by land and by water to NAS Pensacola from your facilities. E. Indicate types and levels of personnel you would use on this effort, and certifications and licenses they would possess. F. Provide standard fully burdened labor rates for crew members, maintenance, management and administrative personnel, etc as applicable. G. State how you would charge for maintenance under paragraph 3. H. Indicate business size based on SBA size standard of $6M in gross sales for NAICS code 488330, Navigational Services to Shipping. 2. Watercraft operations in support of course S-V86-A require: A. Operating six Premium Boat Company specialized water survival training boats. These boats are 37-foot fiberglass hull with twin 350hp Cummins turbo charged, V-drive diesel inboards. The boats are equipped with a parasail winch and pneumatic mast for inflating the parasail and launching directly from the boat. In addition, each boat is also equipped with a hydraulic davit for providing high-wind parachute drag training. Boat crews will be responsible for safely and efficiently: 1) Launching and trailering Premium boats at least once a week. 2) Ensuring day-to-day upkeep and corrosion control on boats and trailers. 3) Docking, loading and unloading students and staff, transiting IAW Coast Guard Rules of the Road, and communicating with instructor cadre and other boat traffic to ensure safe operations. 4) Deploying and retrieving one- and twenty-man life rafts. 5) Deploying students for various training events. 6) Retrieving students using the boat ladder in various sea-states. 7) Launching parasails using the boat winch and mast systems. 8) Conducting high-wind parachute drag training using the boat davit system. B. Operating four Monarch Boat Works specialized water survival training boats. This boat is a 41-foot aluminum hull with 450hp Detroit turbo diesel inboards. The boat is equipped with a parasail winch for towing students off of the launch boat. Boat crews will be responsible for safely and efficiently: 1) Ensuring day-to-day upkeep and corrosion control. 2) Docking, loading and unloading students and staff, transiting IAW Coast Guard Rules of the Road, and communicating with instructor cadre and other boat traffic to ensure safe operations. 3) Deploying and retrieving one- and twenty-man life rafts. 4) Deploying students for various training events. 5) Retrieving students using the boat ladder in various sea-states and in close proximate to a hovering helicopter during hoist training. 6) Launching parasails using the boat winch system. C. Operating a 94-foot steel boat with 32-foot beam and 5-foot draft. Boat is powered by twin 450hp Detroit Diesels. Boat crew will be responsible for safely and efficiently: 1) Ensuring day-to-day upkeep and corrosion control. 2) Docking, loading and unloading students and staff, transiting IAW Coast Guard Rules of the Road, and communicating with instructor cadre and other boat traffic to ensure safe operations. 3) Deploying and retrieving one- and twenty-man life rafts. 4) Deploying students for various training events. 5) Retrieving students using the boat?s ladder in various sea-states. 6) Acting as the launch platform for the Monarch-towed parasail launches. 7) Conducting high-wind parachute drag training using the boat?s rail system. 3. Maintenance requirements include both day-to-day and scheduled preventive maintenance to include all actions necessary to: A. Maintain and repair propulsion systems. B. Maintain and repair electrical systems. C. Maintain and repair hydraulic and pneumatic systems. D. Maintain and repair fiberglass and aluminum hulls and surfaces. E. Maintain and repair parasail winch systems. F. Maintain and repair hydraulic davit system, for parachute drag training. G. Maintain and repair maritime electronics systems. H. Control Hazardous Materials IAW federal regulations. I. Practice supply discipline and provide documentation for all supplies purchased and used on the government?s behalf. Period of Performance. TBA Small Business Set-Aside. The Government reserves the right to consider a small or disadvantaged business set aside based on responses to this notice. For purposes of this acquisition, the North American Industry Classification System (NAICS) code of 488330, Navigational Services to Shipping, will be used for this acquisition. The business standard is $6.0Million. All types of small business entities are encouraged to submit a response. Please indicate the size of your business based on the above standard. If you are a small business state whether you fall under any SBA categories such as woman-owned, SDB, veteran-owned, etc Prospective offerors must have the financial backing to defray mobilization and operating costs for approximately sixty (60) to ninety (90) days.
