Description
This is a solicitation for services. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This solicitation is being issued as a Request For Quotation (RFQ) # BLS-03-32 in accordance with FAR Part 13, NTE $13,916.00 STATEMENT OF WORK Cognitive Testing of the CPS Supplement on Telephone Service I. Background The Office of Employment and Unemployment Statistics (OEUS) developing a Current Population Survey (CPS) Supplement to measure the use of telephone service, including traditional landlines and cellular devices. To assist in the cognitive testing of the instrument, BLS proposes to have behavioral scientists conduct the testing. II. Scope of Work The task for this order is to evaluate the questions on telephone service to be used in the February 2004 CPS supplement on telephone usage. Two previous rounds of testing have narrowed the testing to two alternatives for the first supplement question. The current version of the instrument and alternative form for the first question are attached. Behavioral scientists shall conduct another set of 9 cognitive interviews to evaluate the two alternatives and provide a report of the results. Included in the report shall be a recommendation on which alternative to use in the final supplement instrument. III. Input requirements from BLS BLS will provide: 1. The current questionnaire and the alternative form of the first question. 2. Consultation with contractor as requested. IV. Deliverables Deliverables shall be completed as shown below: Description Date of Delivery 1. Report on the description of the testing procedures and the results of the analysis of the data from the test. November 20, 2003 2. Recommendation on which version of question 1 should be used in the final supplement along with reasons for their decision. November 20, 2003 V. Period of Performance The period of performance shall be from September 20, 2003 to November 20, 2003. Interested persons may identify their interest and capability to respond to the requirement by submitting quotations. All quotes received within fifteen (15) days after the publication of this synopsis will be considered by the Government. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. All Quotes shall be submitted to Bureau of Labor Statistics, Room 1830, 2 Massachusetts Ave., NE, Washington, DC 20212 no later 3:00 p.m. EDT, --September 2, 2003, and be clearly marked with RFQ # BLS-03-32. If your response is not received by the date/time and at the location specified in the announcement, it will not be considered. No hand carried quotes will be accepted. Offerors may download the RFQ by accessing the FedBizOpps (FBO) website at http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through the FBO site. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. Fax proposals are encouraged and must state name, address and solicitation number. An original copy of the proposal shall follow by mail. Quotations may also be submitted electronically provided that all the necessary documentation requested in this RFQ is included.
