- This is a combined synopsis/solicitation for commercial services in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Quotation (RFQ) Number SP4410-03-Q-6005. Defense Reutilization and Marketing Service (DRMS) has a requirement for an armed security guard at DRMO Fairbanks, AK, in accordance with the scope of work (SOW). The request is for one basic year with four 1-year options. The Standard Industrial Classification (SIC) is 7381. The North America Industry Classification System (NAICS) is 561612. BID SCHEDULE: Contract Line Item Number (CLIN) 0001 - Security Guard Scope of Work (SOW): 1. Guard duty hours and number of guards required will be in accordance with the chart shown at the bottom of this SOW. 2. Guards will be armed with the exception of DRMO Hawaii (Barbours Point). Barbours Point guards will be unarmed. 3. Guards will meet the minimum qualification standards for DOD installations. Contract Guards shall also meet minimum license qualifications within the State they are working in. 4. Contract is subject to Force Protection Conditions currently assigned by the Host or DRMS authority. 6. Guards will perform the following duties: a. Guard will check identification of all personnel entering the DRMO. b. Guard will ensure all personnel entering the DRMO sign in and sign out. c. Guard will ensure that all DRMO visitors park their vehicles outside the building exclusion zone. d. Guard shall be stationed at nearest shelter until proper shelter is erected at entry point. Once guard shelter facilities are available, guard will remain at entry point and visible at all times. DRMO chief shall ensure guard is assigned to proper gate each day. (DRMO locations may have ?floating? entry/exit locations depending upon work demands for the day.) e. All vehicles will be inspected prior to entering the DRMO and consistent with Force Protection Condition in place for the installation, or DRMO. f. At the beginning of each duty day the guard will conduct a visual inspection of the DRMO admin office and the general vicinity of the primary entry point. f. Guard will not leave the post unless properly relieved. Lunch breaks shall be taken only with proper relief, and last no more than 30 minutes. g. Guard will be required to pass a drug screen prior to employment and subject to random testing while employed at the DRMO. h. Guard maintains law and order and preserves the peace of the DRMO consistent with local policy. i. Guards will immediately log and report any illegal or suspicious activity to the DRMO chief, and/or the host security force. Wage Determination 1994-2017, Rev 28, dated 06/04/2003 will apply. The price quote shall include a completed FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items. The following clauses will be included in the award: FAR 52.212-1, Instructions to Offerors-Commercial Items, language within this clause regarding submittal of the SF1449 is not applicable. FAR 52.212-2, Evaluation-Commercial Items applies to this solicitation. Fill-in for Paragraph A of 52.212-2 is: lowest price for services required. FAR 52.212-4, Contract Terms and Conditions-Orders-Commercial Items. The following clauses under 52.212-5 will apply: (b)(11),(12),(13),(14),(15),(17),(22), and (c)(1),(2),(4). FAR 52.217-9, Option to Extend the Term of the Contract. Fill in for Paragraph (a) of 52.217-9 is: 30 days prior to the end of the current period of performance. Fill in for Paragraph (c) of 52.217-9 is: 60 months. DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. DFARS 252.204-7004, Required Central Contractor Registration.
