- Description
- FEMA will provide an independent map-reading firm with a list of 7000 addresses. The Contractor will be responsible for determining the flood zone for each such address, using as needed (based on the relative location of the property on digitized maps) either manual or automated determination methods as prescribed by the firm?s usual methodology. The firm will then provide FEMA with the results, listed in ASCII format on CD-ROM, and indicating in each case the NFIP flood map panel and version # in which the property was found to be located, whether or not the property was found to be located in the 250 foot buffer separating different flood zones, and whether manual methods were used to obtain the determination. Along with the CD-ROM a report shall be prepared containing (a) Detailed description of their methods used in the manual determinations, (b) The criteria used to determine when manual determinations are needed, (c) Quality control methods, (d) Estimates of accuracy and the basis for these estimates, (f) Annual volume, and (g) Number of lawsuits filed last year for errors in flood zone determinations. The firm selected must have applied for certification by the National Flood Determination Association. The selected firms will deliver the data on CD-ROM in ASCII format. The report will be delivered on CD-ROM in Microsoft Word and in hard copy. Work shall be completed six months after ARO. The Request for Quote (RQ) will only be available on the FEDBiZOpps web pages at http://www.fedbizopps.gov/. Prospective offerors are responsible for downloading the RQ and all attachments if applicable. It is the offerors responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments. The RQ should be available for downloading on/about fifteen (15) days after publication of this announcement. Potential offerors that do not have the capability to download from FBO, may request, in writing, a copy of the quotation, including any attachments, and amendments. Potential offerors making this request must include in their written request an adequate justification for not obtaining the solicitation via the Internet. Telephone requests will not be honored. Requests should be made via email or fax. Offerors are cautioned to include Solicitation EMW-2003-SYN-0056 on all documentation submitted in response to this requirement. It is anticipated that quotes will be due 10 working days after the date of issuance of the RQ. The North American Industry Classification System (NAICS) Code for this requirement is 524200.
