- Description
- This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL-0110-OT3002 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contract for the acquisition of 20,000 each 30-round all metal body with plastic follower magazines for AR15/M16 rifles. New or reconditioned magazines are acceptable as long as they meet the technical acceptance standards for the M 16/AR 15 30-round magazines as follows: 1. Housing must be all metal (aluminum or steel) 2. Magazine must slip easily into the magazine well and lock in place. 3. Magazine follower must have spring tension and move easily inside the magazine 4. Feeder lips cannot show excessive wear, damage or cracks 5. Base plate must be removable 6. Magazine must function reliably during weapons operations IAW Operating manuals for Rifle M16A1, M16A2, M4 and M4A1. Interested offerors must supply two (2) samples with their proposal/quote to be considered responsive to this solicitation. These samples will be field tested and those that do not meet the above specifications will not be considered for award. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 97-27. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. Delivery. The Government's operational requirements dictate that the delivery to the designated freight forwarder below must be on/before September 30, 2003. Offerors will be evaluated on their ability to meet the expedited delivery schedule. Items to be shipped FOB destination to Robertson Freight Forwarding Co. 4469 NW 97th Ave. Miami, Florida 33178; telephone 305-477-5548; fax 305-477-5435. The contractor will be required to coordinate delivery with the freight forwarder. Offerors shall state their standard warranty they offer in their response to the RFQ. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to CONUS destination and onward shipment to Colombia without repacking or incurring damage during shipment and handling. Prices shall be FOB destination Miami. Award will be made to the technically acceptable, best value offer whose sample product meets all the specifications stated above . Offerors must complete SF 1449 and Representations and Certifications in accordance with FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items.
