Description
Firm-Fixed Price/Indefinite Quantity Contract for furnishing of waterfront engineering services including design, surveys, construction support, planning documentation support, reports, cost estimates, RFP preparation, and related studies for projects involving waterfront construction and repairs, including reinforced concrete piers, quaywalls, fendering systems, sheetpiles, recycled plastic piles, and dredging at various locations in the Southern California area. The A-E firm shall have the ability to perform the engineering services, including underwater inspections, on an accelerated schedule and available on an emergency basis. The total amount of the proposed contract shall not exceed the maximum contract limit of $2,000,000 each year (period). No single delivery order may exceed $500,000. The Government has the option to extend the contract for two additional periods with a maximum contract limit of not to exceed $2,000,000 each period, and not to exceed $500,000 for a single delivery order. The total amount of the contract (base period + option period #1 + option period #2) shall not exceed $6,000,000. The minimum delivery order amount will be $5,000. A-E selection criteria will include (in order of importance): (1) Recent (1998 to present) specialized experience and technical competence of the firm in design for new construction, repair of waterfront facilities (e.g. concrete piers, quaywalls, fendering systems, sheetpiles, recycled plastic piles, and other composite materials), dredging, marinas, RFP preparation and planning documentation support (i.e. DD1391). If the firm has more than one office, indicate the office to perform the work and the experience of that office in the type of work required. DO NOT list more than a total of 10 projects. A point of contact and current telephone number in Block 8c for each project listed. Indicate which consultants from the proposed team, if any, participated in the design of each project listed. (2) Professional qualifications and recent specialized experience of the staff in design for new construction, repair of waterfront facilities, dredging, marinas, RFP preparation and planning documentation support. Provide qualifications and experience for each member of the team who would perform work on projects under this contract. (3) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Indicate by briefly describing internal quality assurance and construction cost control procedures and indicate team members who are responsible for monitoring these processes. List recent awards, commendations, and other performance evaluations (DO NOT SUBMIT COPIES). (4) Location in the general geographic area of the projects and knowledge of the locality of the projects, provided that the application of this criterion leaves an appropriate number of firms given the nature and size of the contract. (5) Capacity to accomplish the work in the required time. Indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period and indicate specialized equipment available and prior security clearances. (6) List the small or small disadvantaged or women-owned business firms used as primary consultants or as subconsultants. If a large business concern is selected for this contract, they will be required to submit a subcontracting plan that should reflect a minimum of 5% small disadvantaged business of the amount to be subcontracted out. The North American Industrial Classification System (NAICS) is 541330 and the annual size standard is $4.0 million. Those firms which meet the requirements described in this announcement and wish to be considered must submit one copy each of a SF 254 and a SF 255 for the firm and a SF 254 for each consultant listed in Block 6 of the firm's SF 255. One copy of the submittal package is to be received at Department of the Navy, South Bay Area Focus Team, Code 5S02.SM, 2585 Callagan Highway Building 99, Naval Station, San Diego, San Diego, CA 92136-5198 no later than 2:00 P.M. (local time) on 9 September 2003. Submittals received after this date and time will not be considered. Additional information requested of applying firms: indicate solicitation number in Block 2b, CEC (Contractor Establishment Code) and DUNS number (for the address listed in Block 3) and TIN number in Block 3, telefax number (if any) in Block 3a, and discuss why the firm is especially qualified based on the selection criteria in Block 10 of the SF 255. For firms applying with multiple offices, indicate the office which completed each of the projects listed in Block 8 and list which office is under contract for any contracts listed in Block 9. Use Block 10 of the SF255 to provide any additional information desired. Personal interviews may not be scheduled prior to selection of the most highly qualified firm. SF 255's shall not exceed 30 printed pages (double sided is two pages/organization charts and photographs excluded, with the exception of photographs with text that will be considered as a page). All information must be included on the SF 255 (cover letter, other attachments and pages in excess of the 30 page limit will not be included in the evaluation process). Firms not providing the requested information in the format (i.e. listing more than a total of 10 projects in Block 8, not providing a brief description of the quality control plan, etc.) directed by this synopsis may be negatively evaluated under the appropriate selection criterion. Firms that design or prepare specifications for a construction contract or procurement of supplies cannot provide the construction or supplies. This limitation also applies to subsidiaries and affiliates of the firm. THIS IS NOT A REQUEST FOR PROPOSAL. Telegraphic and facsimile SF 255's will not be accepted. Site visits will not be arranged during the submittal period. In addition, all DoD contractors must be registered in the Central Contractor Registration (CCR) in order to receive a DoD contract or be paid by a DoD paying office.
