Description
This is the third announcement regarding the Federal Aviation Adminis= tration Data Display System (FAADDS). The first announcement was a Market = Survey for the Information Display and Control System. The second announce= ment renamed the procurement the Federal Aviation Administration Data Displ= ay System (FAADDS), with no changes in functionality, and alerted Industry = that a draft Requirements Document and Statement of Work would soon be post= ed to the FAA Contract Opportunities Website. This third announcement prov= ides Industry with the Preliminary Requirements Document and Preliminary St= atement of Work for the Federal Aviation Administration Data Display System= (FAADDS). The FAA is releasing these preliminary documents to obtain Indu= stry comment and recommendation. The FAA is especially interested in cost = saving recommendations based on Industry experience with previously develop= ed systems that are operational. As described in previous FAA Contract Opportunity Website announcements (Se= ptember 2002 and March 2003), FAADDS is proposed as the FAA=E2=80=99s next = generation data display system. FAADDS will provide rapid retrieval and di= splay of a wide range of weather, operational support, and administrative d= ata to air traffic controllers in Air Traffic Control Towers (ATCTs) and Te= rminal Radar Approach Controls (TRACONS), as well as in other FAA and non-F= AA facilities. =20 Information will be displayed in formats and with contents designed for rap= id operator understanding and assimilation with minimum human interaction. = The system will interface with a large number of FAA systems to receive in= formation for display. Information displayed will be identical in content = and format to the source. The system will be comprised of workstations networked together in local ar= ea networks (LANs) and wide area networks (WANs) to provide shared informat= ion management and display. The system will be scalable in order to meet t= he information display needs of a full spectrum of facilities from very lar= ge to small terminal areas. The system will be comprised of commercial off-= the shelf (COTS) and non-developmental item (NDI) hardware and software to = facilitate configuration control, maintenance, training, and system upgrade= by Government personnel. The Government intends to procure data rights ne= cessary for itself or third parties to maintain and enhance the software. It is estimated that approximately 3000 workstations for 500 sites will be = procured. Delivery is estimated at 600 workstations per year over a five-y= ear period starting in FY05/FY06. Industry comment/recommendation will be accepted until 30 calendar days aft= er this posting. Specific comments should identify the document, page numb= er, and section number. The Government reserves the right, to meet in pers= on with any, all, or none of the respondents, in order to clarify comment/r= ecommendation. If this is necessary, all meetings will be completed within= 90 days after the posting date of this announcement. The Government will = not respond either in writing or verbally, to any comment/recommendation ot= her than as described above. The final Requirements Document and Statement= of Work will provide evidence of Government consideration of comments/reco= mmendations received. It is the Government=E2=80=99s intention to release within a year, via the = FAA Contract Opportunities Website, either a draft Solicitation Information= Request (SIR) for Industry comment or a formal SIR for Industry response.
